Submit a single, sealed package marked with: The Mvula Trust, EOI Ref. No. IFA/CONTRACTOR/TMT/EC/2026/1, and your company name. Hand-deliver to the Tender Box at East London Office, 67 & 69 Devereux Avenue, East London, 5201, between 08:00 and 16:00 on weekdays. Late, telephonic, faxed, or emailed submissions will NOT be accepted. Ensure all returnable documents (Annexures A-H and Submission Schedules E5.1-E5.7) are completed in full, legibly, in non-erasable ink, and signed where required. Joint ventures must indicate the lead partner and submit a Certificate of Authority (Annexure F). Incomplete, incorrectly formatted, or unsigned submissions will be deemed non-responsive. No register will be completed upon submission.

Stage 1 (EOI Evaluation): Submissions are scored on functionality/quality using weighted criteria: Plant and Equipment (10 points), Experience of Key Staff (15 points), Entity’s Experience (40 points), Client Reference Letters (20 points), Locality in the Eastern Cape (15 points). Minimum threshold: 70/100 points to qualify for the Framework Agreement. Evaluation is interdependent, with each evaluator’s score averaged and weighted. Stage 2 (Quotation Evaluation): For normal projects, a minimum of 3 contractors are invited to quote on a rotational basis for 7+ calendar days. For urgent projects, 3+ contractors are invited for 48 hours. Submissions are evaluated on price (80-90%) and preference points (10-20%) using the 80/20 or 90/10 formula. Final appointment is based on price, due diligence, and risk assessment. Contractors must not have committed undesirable acts (e.g., abandonment, poor performance, penalties, failure to sign final accounts, non-responsiveness to defects, or listing on the National Treasury’s Database of Restricted Suppliers).

EOI is for CIDB-registered contractors (Grade 2 or higher) in the following classes of works: GB (General Building), CE (Civil Engineering), ME (Mechanical Engineering), EB (Electrical Installations for Buildings), SO (Water Supply and Drainage for Buildings), SQ (Steel Security Fencing or Precast Concrete). Contractors must have suitable experience, technical skills, financial and human resources, and the capacity to carry out similar works. Placement on the Framework Agreement does not guarantee work but allows contractors to be invited to tender on an as-and-when-required basis. Contractors must be capable of registration within 21 working days after the closing date if not already registered. Contractors must demonstrate ownership of required plant and equipment (e.g., TLB, LDV, 4-ton truck) with proof (license documents and photos).

Mandatory: CIDB registration (Grade 2 or higher) in the relevant class of works, CIPC registration, Valid SARS Tax Status PIN (proof of tax compliance), COIDA certificate (Letter of Good Standing from the Compensation Fund or licensed insurer), CSD registration (full CSD report not older than 30 days). Joint ventures must have all members CIDB-registered within 21 working days of the closing date. Contractors must submit: SBD 4 (Bidder’s Declaration), Compulsory Enterprise Questionnaire, appointment letters, and certified copies of completion certificates for projects (value ≥ R1,000,000) completed in the last 5 years. Contractors must declare any conflicts of interest, undesirable acts, or restrictions on doing business with the employer. Changes in contact information, CIDB grading, or compliance status must be promptly reported to TMT. Contractors listed on the National Treasury’s Database of Restricted Suppliers or Register of Tender Defaulters will be disqualified.
