Evaluation uses the 80/20 preference point system: 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals. Specific goals: B-BBEE status (50%+ black ownership = 20 points; <50% = 10 points; 0% = 0 points). Mandatory compliance: CSD registration, valid tax status, no listing on Tender Defaulters/Restricted Suppliers, no fraud/corruption convictions in the past 5 years, completion of SBD 4 and SBD 6.1. Ethical requirements: no conflicts of interest, independent bid preparation, truthful declarations. Failure to submit proof for preference points means no points are awarded.

Supply, delivery, installation, and commissioning of museum-grade scent dispensing units and scent cups for the Imagined Conversations II exhibition. Devices must be: compact, discreet, battery-operated (single D battery, 30+ days operation), capable of controlled scent release, museum-grade, and OHSA-compliant. Coverage: ~250 sq. ft. (≈23.2 sq. m). Scent delivery: even, refillable oil-based reservoirs, minimal maintenance (30–45+ days per cup). Required scents: Baked Bread, Coffee, Barnyard Manure, Fresh Linen, Pipe Tobacco, Leather, Gun Powder/Smoke, Fresh Apple, Cinnamon Sugar Donut, Gingerbread, Rose, Ocean, Fresh Dirt, Whiskey. Additional item: compatible batteries for maintenance stock (120 units). Deliverables: supply, delivery, and commissioning as per scope.

Submit a formal detailed quotation with a full cost breakdown, inclusive of VAT, disbursements, and escalations (if applicable). Pricing must align with the provided schedule: 75 scent machines, 15 units per scent cup type (14 scents), 120 batteries. Quotes must remain valid for 90 days from the closing date. Payment is made upon satisfactory completion of deliverables and approval of invoices. No cost variations are permitted after award.
