• Evaluation follows a 4-stage process: Compliance, Technical, Price/BBBEE, and Risk Tolerance.
• Technical Evaluation: Total 90 points. A minimum score of 63 points (70%) is required to qualify for the next stage.
• Technical Scoring Breakdown:

• ECL Model (30 points): Based on completed projects and references (5 satisfactory references for local municipality/municipality owned entity required).
• Probity Audit (30 points): Based on completed projects and references (5 satisfactory references required).
• Risk Assurance (30 points): Based on completed projects and references (5 satisfactory references required).
• Resource Variables (20 points): Based on CV experience and qualifications for key roles.

• Price and Specific Goals: 80/20 basis.

• Price: 80 points.
• Specific Goals: 20 points (Targeting Black People, Women, and enterprises in the City of Johannesburg).

• Risk Tolerance: A risk analysis will be conducted on the highest-scoring bidder to ensure they do not exceed the JDA's limit of 4 projects per financial year for multi-disciplinary providers.

The JDA requires a 36-month panel for three main service areas:

1. ECL Model Implementation (GRAP 104):

• Required Team: Actuary, Business Analyst, Financial Accountant.
• Scope: Develop GRAP-compliant financial instrument registers, segmentation of receivables, methodology for measurement/impairment, risk assessments (credit, liquidity, market), and knowledge transfer to finance staff.

2. Probity Audit Services:

• Required Registration: IIA or SAICA.
• Scope: Audit the full procurement cycle (specification to adjudication) to ensure regulatory and governance compliance. Deliverables include Evaluation Reports, Final Probity Audit Reports, and Weekly Performance Reports.

3. Risk Assurance Services:

• Required Team: Risk Analyst, Procurement Law Attorney, Forensic Investigator.
• Scope: ERM assessments, compliance reviews, ITGC/cybersecurity assurance, forensic investigations, and Business Continuity Management (BCM) gap assessments (ISO 22301).

• ECL Model: Develop GRAP-compliant registers, segment receivables, create measurement/impairment methodologies, perform risk assessments, and update accounting policies.
• Probity Audit: Audit the full procurement cycle (specification to evaluation) and provide Evaluation Reports, Final Audit Reports, and Weekly Performance Reports.
• Risk Assurance: Conduct ERM, compliance, ITGC, forensic, and BCM assessments as per the agreed schedule.

Key Personnel Requirements:

• ECL Model: Actuary, Business Analyst, and SAICA-registered Financial Accountant (all 10+ years experience, NQF Level 8+).
• Probity Audit: 8+ years experience, CIA or CA(SA) qualified.
• Risk Assurance: Risk Analyst, Procurement Law Attorney (10+ years), and Forensic Investigator (10+ years, CFE qualified).
• All roles require detailed CVs, certified qualifications, and professional memberships. At least 3 satisfactory project references per service area are required.

• Probity Auditors must follow JDA administrative procedures and maintain confidentiality.
• All audit work must be documented in properly indexed, cross-referenced working papers in accordance with professional standards.
• Probity Auditors remain fully accountable for the quality and integrity of the review, regardless of specialist involvement.
• Internal Audit maintains oversight and may request additional evidence at any stage.

Pricing must follow the format in Section 5 of the tender documentation. No separate template is provided. Evaluation uses the formula Ps = X[1-(Pt-Pmin)/Pmin], combined with 20% specific goals.

• Submit audited financial statements for the past three (3) years.
• Provide a valid SARS Tax Compliance Status (CTS) letter.
• Provide full banking details (Bank, Branch, Account Number, and a bank stamp).
• Include a copy of the current municipal rates account (or an affidavit if not applicable).
• Pricing must be submitted using the format specified in the tender documentation (Section 5).

• Mandatory registration on the National Central Supplier Database (CSD).
• Valid SARS Tax Compliance Status (CTS).
• No directors or shareholders may be "in the service of the state" per MSCM Regulations.
• No directors listed on the National Treasury Register of Defaulters.
• Proof of professional registration (IIA or SAICA) for Probity Auditors.
• Proof of SAICA affiliation for the ECL Model Financial Accountant.
• Certified B-BBEE certificate.
• Completion of all required Annexures (A-G), including Business Declaration, Declaration of Interest, and POPI Act compliance.

Service providers must comply with applicable South African OHS legislation and ensure all on-site activities (meetings, inspections) are conducted safely according to JDA's internal safety policies.

• ECL Model: Submit proof of SAICA affiliation for the Financial Accountant.
• Probity Services: Adhere to agreed administrative procedures and maintain strict confidentiality.
• General: Bidders must have sufficient resources for the 36-month term; JDA reserves the right to request team replacements. Successful bidders must sign the JDA Standard Agreement and attend required meetings/site visits.

Evaluation follows a 4-stage process: Compliance, Technical, Price/BBBEE, and Risk Tolerance. A total of 90 technical points are available, with a minimum qualifying threshold of 63 points (70%). Price and Specific Goals are evaluated on an 80/20 basis.
