Deposit in the Tender Box at Dr JS Moroka Local Municipality, 2601/3 Bongimfundo Street, Siyabuswa, 0472, by 11:00 on 09 July 2026. Late, faxed, emailed, or telephonic submissions will not be accepted. Tenders must be completed in black ink, with no alterations (scratching out, correction fluid, or erasable ink) unless initialed next to the change. All pages must be signed where required. The bid must be signed by an authorized signatory, with a certified copy of the company resolution for signatory authority attached. Joint ventures must submit a valid signed agreement. Failure to comply with any of these requirements may result in automatic disqualification.

Evaluation follows the 80/20 preference point system: 80 points for price, 20 points for specific goals (e.g., B-BBEE). The bid value is estimated not to exceed R50,000,000. Disqualification risks: bidder or directors in arrears with municipal rates/taxes (30+ days overdue), listed on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act, 2004), conflicts of interest (e.g., state employees, advisors, or consultants), history of unsatisfactory performance on prior municipal/organ of state contracts (last 5 years), or abuse of the municipality’s Supply Chain Management System. Technical adjudication criteria: compliance with tender conditions and technical specifications. Staffing evaluation: qualified staff with relevant trade certificates, academic qualifications, and experience. Financial evaluation: ability to demonstrate adequate financial, labor, and resource capacity (3 years of financial statements required). The municipality reserves the right to appoint up to three service providers as a panel and may reject any or all bids.

Scope: Appointment of a panel of service providers for the repairs, maintenance, and servicing of Dr JS Moroka Local Municipality’s pool of vehicles for 36 months on an as-and-when-required basis. Deliverables: Provide qualified staff with relevant academic qualifications, trade test certificates, and proven experience. Submit CVs, certified copies of qualifications, and proof of employment for key personnel (e.g., Project Director/Leader). Provide proof of relevant working experience (e.g., copies of appointment letters) and company experience documentation for related projects. Compliance with all tender conditions and technical specifications is mandatory. The municipality may request additional information, samples, or demonstrations for evaluation purposes.

Pricing must be in Rand (R) and include all duties, taxes (excluding VAT), and levies applicable 14 days before the closing date. VAT must be shown separately. Rates and prices must be fixed for the contract duration. Submit a completed schedule of quantities (including sub-contractors' schedules). Proof of Public Liability Insurance (minimum R100,000) may be required. The municipality may request financial statements (last 3 years) and reserves the right to conduct financial investigations. No CIDB grading is required. Alternative tender offers are not considered unless a main tender offer is also submitted. No compensation will be provided for tender preparation costs.

Mandatory: Valid tax clearance certificate (PIN) for the bidder and all joint venture partners. Certified copy of company registration certificate. Complete Central Supplier Database (CSD) report. Valid COIDA certificate from the Department of Labour. Proof of municipal rates and taxes not in arrears (for bidder or directors). B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points. Joint ventures must submit a valid signed agreement. No conflicts of interest (e.g., state employees, advisors, or consultants). Bid defaulters (per Prevention and Combating of Corrupt Activities Act, 2004) are disqualified. All pages of the bid document must be submitted; removal of pages or submission of a copy of the original bid document will result in disqualification.
