Evaluation uses the 80:20 principle: 80 points for price, 20 points for empowerment goals. Empowerment points: 51%+ Black-owned (5 points), 51%+ women-owned (5 points), enterprises located within the City of Johannesburg (10 points). Mandatory compliance: Valid Driver’s PDP for vehicles carrying 12+ passengers, valid Road Transportation Permit (Public Operating License) per vehicle, compliant tax status on CSD, municipal accounts not in arrears >90 days, not listed on Restricted Suppliers database, and not in service of the state. The lowest price or any quotation will not necessarily be accepted. The entity reserves the right to award the business to a supplier that has not scored the highest number of points.

Scope: Provide transfers & shuttle services for the African Data Science Conference (23–27 June 2026) for 100 delegates. Services: 1) 23 June 2026: 2 x 60-seater air-conditioned buses with luggage trailers, 3 trips from OR Tambo International Airport to hotels in Rosebank, Parktown, Auckland Park (arrival schedules to be confirmed). 2) 24–26 June 2026: Daily return shuttle services (morning and late afternoon) with 2 x 60-seater buses between hotels (The Capital on Bath, Mint Hotels Rosebank, Garden Court Milpark) and Wits Science Stadium Campus, Braamfontein. 3) 27 June 2026: 2 x 60-seater buses with luggage trailers for transfers from hotels to OR Tambo International Airport. Additional requirement: Provide 200 x 500ml bottled still water for delegates during transit. Vehicle requirements: Air-conditioned buses, valid PDP for drivers (12+ passengers), valid Road Transportation Permit (Public Operating License) for each vehicle.

Pricing must be in South African Rand (ZAR), inclusive of VAT (15%). Non-VAT registered suppliers treated as non-VAT vendors. Prices must be firm (fixed, subject only to statutory changes like VAT or customs/excise levies). Quotations must remain open for acceptance for 30 days. No upfront payments; bidders must ensure sufficient cash flow. All prices must be quoted per line item in the pricing schedule. No price increases/adjustments will be considered. Proof of forward exchange rate cover required within 14 days of order if prices are exchange-rate based. Payment via purchase order; no delivery/services before PO acceptance. Quotations must be completed in black ink; corrections must be crossed out and initialed (no correction fluid allowed).

Mandatory compliance: 1) Valid Tax Clearance Certificate (SARS) for bidder and directors. 2) CSD registration (compulsory). 3) Municipal accounts (bidder and ALL directors) not in arrears >90 days (proof not older than 3 months) or valid lease agreement/sworn affidavit. 4) Directors/principal members not in the service of the state. 5) Bidder/directors not listed on National Treasury’s Restricted Suppliers database or Register for Tender Defaulters. 6) Proof of public/passenger liability insurance. 7) Completed MBD forms (MBD 1, 3.3, 4, 6.1, 8, 9) and Declaration of Interest (MBD 4). 8) Declaration on State of Municipal Accounts. 9) No false declarations on MBD forms (automatic disqualification). 10) Compliance with cost containment regulations. 11) Valid Driver’s PDP for vehicles carrying 12+ passengers. 12) Valid Road Transportation Permit (Public Operating License) for each vehicle.
