Fraudulent claims may lead to disqualification, recovery of costs, contract cancellation, restriction from state business up to 10 years, and criminal prosecution.

Scope: Panel of contractors for mechanical repairs, replacement, service and maintenance of water engines and generators; modification of engine stands and storage tank stands; sealing of steel and concrete/precast storage tanks; construction of pump houses and fencing; and emergency supply of water engines, on an as-when-required basis for 3 years. Detailed pricing schedule covers stripping, supply, repair and replacement of components for TR1 and TR2 engines (e.g., crankshaft, pistons, cylinder heads, fuel injectors, alternators, etc.). Contractor must have a workshop within NMMDM jurisdiction after appointment, equipped with lifting equipment (two or four post hoists, crane), diagnostic tools, air compressor, welding equipment (MIG/CO2), specialised tools (bearing puller, torque wrenches, battery charger, angle grinder, A/C service equipment), and workshop management software. Turn-around time of 48 hours as per water service act. Work only on written and approved official purchase order, except emergencies. Additional work not exceeding 15% of original contract requires pre-approval by Accounting Officer. Completion certificate must accompany claims. Guarantee and warranty on supplied/replaced items at least 12 months. Sites must be kept in good condition. Work allocated on rotational basis.

Key personnel: 01 x Diesel Mechanic (15 points) - Artisan with minimum N4 and Trade Test Certificate, minimum 2 years' experience; 01 x Occupational Health and Safety Personnel (5 points) - National Diploma in OHS or Environmental Health, registered with SAIOSH/IOSH, minimum 2 years' experience. Plant: 01 x 4 Ton Truck (5 points), 01 x Tractor Loading Backhoe (5 points), 01 x Light Delivery Vehicle (5 points), 01 x Crane Truck (5 points). Proof of ownership and valid registration/licensing or lease agreement (with proof of ownership of lessor) required for plant points. Minimum functionality score: 40 of 60.

Pricing schedule must be completed in full; all items priced. Schedule covers stripping, supply, repair and replacement of components for TR1 and TR2 engines, with separate rates per hour for new component installation and old component repair/installation. Items include crankshaft, connecting rod, piston, cylinder barrel, bearings, camshaft, fuel pump linkage, engine controls, flywheel, cylinder head, fuel filters, injectors, tanks, manifolds, silencers, starters, alternators, governors, gauges, air cleaners, clutches, oil filters, hydraulic pump adaptors, etc. Transport tariffs per kilometre as per Department of Transport tariff. Prices VAT inclusive.

Prices must be quoted in South African Rand, VAT inclusive. All items in the pricing schedule must be priced; failure renders bid non-responsive. Transport tariffs must be quoted per kilometre as per updated Department of Transport tariff, calculated from NMMDM Head Office to locals within the district; transport outside NMMDM jurisdiction at bidder's cost. No bond or guarantee requirements are stated. Awards will not be made to bidders owing municipal rates and taxes for over 90 days at tender closure (applies to both less than and more than R10 million procurements).
