The following documents are to be completed and returned as they constitute the quotation. Whilst many of the returnables are required for the purpose of evaluating the quote, some will form part of the subsequent contract, as they form the basis of the offer. For this reason, it is very important that service providers return all information requested. Evaluation follows a two-step process:

Step 1: Compliance Check

• Bids are screened for compliance with all tender conditions and terms of reference. Non-compliant bids are eliminated.

Step 2: Price and Preference Points (80/20 System)

• 80 points: Price (lowest acceptable bid scores highest; formula: Ps = 80(1 - (Pt - Pmin)/Pmin))
• 20 points: Specific Goals (proof required for all claims):

• Youth: 3 points

• Woman: 5 points

• Disabled: 2 points

• Black: 5 points

• Within Namakwa District Municipality: 3 points

• Within Northern Cape: 2 points

Scope: Provide Geographic Information System (GIS) training to Namakwa District Municipality in Springbok for 10 employees.

Training Requirements:

• Beginners Phase GIS Training covering:

• Origin and fundamentals of GIS

• Mapping: Create and customize maps displaying geographic data, including:

• Interface-based customization
• Building multiple data layers
• Applying visual styles (e.g., 3D mapping)
• Overlaying image files (JPEG, TIFF, BMP, PNG) for mapping and recreation

• GIS basics and data analysis:

• Spatial analysis, evaluation, and interpretation of spatial data
• GIS data requirements and coordinate systems
• Tracking hotspots/patterns using combined datasets (e.g., census data, satellite images, GPS/survey coordinates)

Compulsory Provider Requirements:

• SAQA-accredited training provider (proof required)
• Training location: Springbok or bidder’s facilities (specify)
• Formal certificate or other qualification issued upon completion
• Duration: 5 days
• Facilitators must be qualified and registered practitioners (proof required)
• Registered on CSD (proof required)

Pricing:

• Quoted prices must be firm, VAT-inclusive, and valid for 90 days from closing date (10 June 2026).
• Only MBD 3.1 Pricing Schedule is accepted; no alternative schedules permitted.
• Payment occurs after service delivery and receipt of a valid invoice.

Financial Compliance:

• Submit audited annual financial statements if requested by the municipality for verification.
• Tax Compliance: Valid SARS Tax Compliance PIN or CSD tax-compliant report required. CSD/SARS e-filing verification takes precedence over hard-copy certificates.
• Successful bidder must remain tax-compliant on CSD and/or SARS e-filing at award stage.

Mandatory Compliance:

• Central Supplier Database (CSD): Must be registered; CSD number required if no Tax Compliance Status (TCS) certificate is available.
• Tax Compliance: Valid SARS Tax Compliance PIN or CSD tax-compliant report. Hard-copy TCS certificates are accepted but CSD/SARS e-filing verification overrides them.

Procurement of geographic information system training

Quotation Conditions

1. Offer

Please ensure that part 1 of MBD 7.1 is fully complete, and MBD 3.1 must be completed.

Complete all questionnaires as provided in this document. If a form or questionnaire is not

applicable please indicate it as such.

2. Submissions of quotations

Appropriately marked, sealed tenders must be submitted in the tender box of Namakwa District

Municipality, Van Riebeeck Street, Springbok 8240, on or before the closing date and time. Bids

must be submitted on or before 10 June 2026 at 10H00. No remuneration will be payable for

the completion and submission of a tender document. Please note that it is not the

responsibility of the Municipality to ensure that your tender is in the tender box.

3. Opening of Quotations

No formal opening session will be held.

4. Electronic or Facsimile Quotations

Telephonic or facsimile quotations will not be accepted. Please note that electronic signatures will

not be accepted on any returnable documents; any document signed electronically will be

regarded as non-responsive.

5. Acceptance or Rejection of Quotations

A quotation will be rejected if the document was not completed fully or if a prospective service

provider fails to address outstanding issues after being instructed to do so.

6. Signing the Contract form

The Service Provider submitting the quotation must complete part 1 MBD 7.1. On approval of a

successful bidder, the employer will complete and sign part 2 of MBD 7.1. The quotation document

then becomes the formal contract between the Employer and the appointed Service provider.

7. Validity period of the Quotation

Quotations submitted must be valid for at least ninety (90) days after the closing date of the

quotation.

8. Prices

All tariffs and amounts included in the documentation must be VAT Inclusive.

MBD 3.1 must be fully completed as no other pricing schedule will be accepted. Payment of

service provider will only take place after delivery and when a valid invoice is received.

9. Tax Clearance Pin/ CSD Tax-compliant report

Tax compliant CSD registration report or a SARS tax compliance pin number must be submitted

in order for the municipality to verify tax compliance. In the event that a bidder submit a hard

copy of the tax clearance certificate, the CSD verification as well as SARS e-filing

verification outcome will take precedence. At award the, the successful bidder must

government contract during the past 5 years.

• Must be registered on the CSD database.
• The service provider’s tax matters must be in order with SARS.
• The service provider’s municipal bill must be paid up, or a payment arrangement must be in place

with the local municipality.
