Bids must be uploaded timeously; the department accepts no responsibility for late uploads. The portal is open from advertisement until closing date and time. Bids received after closing time will not be considered.

Returnable forms (all must be completed and submitted):

• SBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• SBD 3.3 (Pricing Schedule): priced schedule of the three training items, including VAT and grand total.
• SBD 4 (Declaration of Interest): discloses whether any director/shareholder is employed by the state or connected to the procuring institution.
• SBD 6.1 (Preference Points Claim): claims preference points for specific goals.
• CIPC registration documents with ownership details.
• For disability ownership claims, a medical certificate must be attached.
• Proof of authority to sign (e.g. company resolution).

Disqualification risks:

• Late submission, regardless of reason.
• Failure to provide or comply with any required particulars may render the bid invalid.
• Bids from persons in the service of the state, or companies with directors who are state employees, will not be considered.
• Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified.

Evaluation is in two stages: administrative compliance, then preference points.

Administrative compliance (all must be met):

• Registered on the National Treasury Central Supplier Database (CSD) on or before bid closing date.
• Tax compliant (as indicated on CSD) or verified through SARS.
• SBD 1, SBD 3.3, SBD 4, and SBD 6.1 completed and submitted.
• CIPC registration documents with ownership details provided.
• For disability ownership claims, a medical certificate attached.

Preference points (80/20 system):

• Price: 80 points.
• Specific goals: 20 points.

• Women Ownership (51% or more): 5 points (scaled by ownership percentage).
• Youth Ownership (51% or more): 7 points (scaled by ownership percentage).
• Disability Ownership (51% or more): 8 points (scaled by ownership percentage).
• Failure to submit proof for specific goals means those points are not claimed.

The department requires training for IT staff on Microsoft courses. The training specification includes three courses, each for 14 units (likely 14 staff members):

• Introduction to Microsoft 365 and AI Administration (including exams)
• Microsoft 365 Administrator Essentials (including exams)
• Microsoft 365 Endpoint Administrator (including exams)

A detailed quotation must be submitted separately in addition to the pricing schedule.

Tax compliance:

• Bidders must be tax compliant, verified via CSD or SARS.
• Submit a SARS Tax Compliance Status (TCS) PIN, or a printed TCS certificate, or a CSD number if no TCS PIN is available.
• For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.

CSD registration:

• Must be registered on the National Treasury Central Supplier Database (CSD) on or before bid closing date.

Cipc:

• CIPC registration documents with ownership details must be submitted.

State employment:

• Bids from persons in the service of the state, or companies with directors who are state employees, will not be considered.

Register for Tender Defaulters / Restricted Suppliers:

• Bidders listed on these registers will be disqualified.

Preference points:

The successful bidder will be required to sign a written contract form (SBD 7). The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, and the General Conditions of Contract (GCC). Fraudulent claims for specific goals may lead to disqualification, recovery of costs, contract cancellation, restriction from doing business with the state for up to 10 years, and criminal prosecution.
