Evaluation is in two phases:

Phase 1 – Administrative Compliance: bidders must be tax compliant with SARS (submit unique personal identification number PIN), be registered on the Central Supplier Database (CSD) with proof, submit all returnable documentation (SBD 4, SBD 6.1, pricing proposal), and sign the General Conditions of Contract. Bidders who fail any administrative criterion may not proceed to Phase 2.

Phase 2 – Price and Specific Goals (80/20 system):

• Price: maximum 80 points, calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the price of the bid under consideration and Pmin is the price of the lowest acceptable bid.
• Specific goals: maximum 20 points, awarded as follows:
• 10 points: 50% or more owned by black people.
• 5 points: 30% or more owned by black women.

The National Nuclear Regulator (NNR) requires professional interior design services for its Head Office at 420 Witch-Hazel Avenue, Eco-Park, Highveld, Centurion.

Scope of work (office area 7,356 sqm):

• Assess existing office space: conduct site inspection, measure, and identify areas for improvement, redesign, or replacement.
• Interior design and finishes: develop colour schemes, paint finishes, flooring options, and blinds/window treatment options.
• Redesign four open-plan cubicles (identified area only): propose layouts and configurations to improve space utilisation and functionality; recommend suitable furniture.
• Office and furniture design: develop furniture layouts and specifications for offices and working spaces; recommend workstations, desks, chairs, storage, and other furniture.
• Design presentation and finalisation: present design concepts to the organisation, incorporate comments, and finalise the design.
• Bill of Quantities (BoQ): prepare a detailed BoQ for the proposed refurbishment and furniture, with clear descriptions, specifications, units, and quantities.
• Provide first and second draft design drawings including graphics (graphic design).
• Propose three colours suitable for the office interior in line with NNR colours, and propose suitable furniture where necessary.
• Provide the final design as approved by the NNR.
• Provide a project plan with timelines.
• Include four meetings: initial meeting with the NNR team, submission and discussion of first draft, submission and discussion of second draft (incorporating NNR inputs), and submission of final design.

Compliance: interior design and alterations must comply with the National Building Regulations, the Building Standards Act, local municipal bylaws, and the Occupational Health and Safety Act (OHSA).

The successful bidder must ensure all personnel working under the contract are suitably experienced prior to commencement and remain on the project for the contract duration.
