• Proof of TETA accreditation and valid instructor certificates (Grade A or B).

Evaluation is conducted in three phases:

• Phase 1: Mandatory Requirements (At Closing Stage)

• Full compliance with quotation structure, scope of work, and submission deadline.

• Proof of TETA accreditation for relevant unit standards.

• Valid instructor certificates (Grade A or B) from the provincial department of transport.

• ID copies of owners/directors (as per CIPC/CSD/B-BBEE documents).

• Phase 2: Price and Specific Goals (80/20 System)

• Price: 80 points (lowest acceptable tender scores highest).

• Specific Goals: 20 points (B-BBEE ownership: Black ownership up to 12 points, Women ownership up to 8 points).

• Preference points awarded based on submitted proof (Shareholder Certificate, CIPC documents, B-BBEE certificate/affidavit, CSD report).

• Phase 3: Mandatory Requirements (At Award Stage)

• Tax compliance (non-compliant bidders disqualified).

• Not listed in the Register of Restricted Suppliers or Tender Defaulters Register (National Treasury).

• No conflicts of interest (e.g., state employment, relationships with NRWDI staff).

Scope: Provide advanced driving training for 15 attendees, including theory and practical sessions. Training must cover offroad/gravel road conditions similar to the Springbok-Vaalputs route.

Requirements:

• Service provider must supply roadworthy vehicles for training.
• Must be TETA-accredited for relevant unit standards.
• Instructors must hold valid Grade A or B certificates from the provincial department of transport.
• Preferred training venue: within 50km of NRWDI offices. Proof of venue compliance required.

Course Curriculum:

• Lecture Topics: Vehicle Dynamics, 4x4 Transmission Operations, Tyres & Tyre Pressures, Suspension, Engaging Low Range, Engaging Diff-Lock.
• Practical Exercises: Steep Descents (70%), Steep Ascents (70%), Kalahari Sand, Ditch Crossing (diff lock), Side Slope/Rocks, Mud (season-dependent), Simulated Offroad Section, Articulated Driving.
• Recovery Techniques: Winching Techniques, Hi-Lift Jack, Air-Jack, Recovery Strap.
