Evaluation is conducted in three phases:

Phase 1: Mandatory Requirements (At Closing Stage)

• Disqualification if: Quotation is incomplete or non-compliant with the price structure/scope, submitted late, sent to the wrong email, lacks a minimum of two reference letters for previous electrical supply contracts, or omits ID copies of owners/directors (as per CIPC/CSD/B-BBEE documents).

Phase 2: Price and Specific Goals (80/20 Preference Point System)

• Price: 80 points. Scored using the formula: Ps = 80

• (1 - (Pt - Pmin) / Pmin), where Pt = your tender price, Pmin = lowest acceptable tender price.

• Specific Goals: 20 points. Allocated based on B-BBEE ownership:
• Black ownership: 12 points (91%-100%), 10 points (75%-90%), 8 points (51%-74%), 4 points (≤50%), 0 points (none).
• Women ownership: 8 points (91%-100%), 6 points (75%-90%), 4 points (51%-74%), 2 points (≤50%), 0 points (none).
• Submit proof (e.g., CIPC documents, B-BBEE certificate/affidavit, CSD report) to claim points.

Phase 3: Mandatory Requirements (At Award Stage)

• Disqualification if: Bidder is non-tax compliant, listed in the Register of Restricted Suppliers, or on the Tender Defaulters Register.

Scope: Supply and deliver electrical power components and accessories for the Vaalputs Mini Server Room to support four UPS units, two air-conditioning systems, and ICT infrastructure.

Supplier Responsibilities:

• Supply all listed electrical components.
• Ensure components meet industrial electrical standards.
• Deliver materials to the Vaalputs site for installation by the maintenance/electrical contractor.

Component Requirements:

• Suitable for a server room environment.
• Support dedicated electrical circuits, lockable isolators, and industrial IEC60309 outlets.
• Proper cable sizing, routing, and separation from ICT and HVAC electrical loads.

Pricing must be firm and include all amounts excluding VAT. VAT must be listed as a separate line item.

• Quotation validity period: 60 working days from the closing date.
• Indicate whether delivery costs are included (Yes/No).

• Central Supplier Database (CSD): Must be registered on the CSD (foreign bidders with no local entity are exempt).
• Tax Compliance: Non-tax compliant bidders will be disqualified at the award stage.
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit. Points are awarded based on ownership (see evaluation criteria).
• Reference Letters: Submit a minimum of two reference letters from previous clients where electrical power equipment was supplied.
• Director/Owner IDs: Submit certified copies of ID documents for all owners/directors (as per CIPC/CSD/B-BBEE records).

B-BBEE requirements:

• Submit a valid B-BBEE certificate or sworn affidavit.
• Preference points are awarded based on ownership:
• Black ownership: Up to 12 points (scaled by percentage).
• Women ownership: Up to 8 points (scaled by percentage).
• Proof required: CIPC documents, B-BBEE certificate/affidavit, CSD report, or other supporting documentation.

• Non-compliance with declarations may result in rejection, contract cancellation, or a 10-year restriction from public sector business.
