Only submissions sent to this email will be evaluated. The mailbox capacity is 10MB per email; you may send multiple emails to accommodate all files. Required returnable documents: Completed SBD forms (SBD 4 and SBD 6.1), quotation validity period (60 working days from closing date), and confirmation of delivery inclusion (Yes/No). Ensure all emails are received before the deadline.

The evaluation will be carried out in three phases:

• Phase 1: Mandatory Requirements (at closing stage) – disqualification if not met.
• Phase 2: Price and Specific Goals – 80/20 preference point system (80 points price, 20 points specific goals).
• Phase 3: Mandatory Requirements (at award stage) – tax compliance and no restriction/debarment.

Mandatory at closing stage:

• Quote fully per price structure/table and scope of work.
• Submit before closing date/time and to correct email.
• Submit at least 3 reference letters (on client letterhead, with contact details, not conflicted with bidding company).
• Submit ID copies of owners/directors as per CIPC/CSD/B-BBEE documents.

Price evaluation (80 points):

• Formula: Ps = 80

• (1 - (Pt - Pmin)/Pmin) for 80/20 system.

Specific goals (20 points):

• Black ownership: up to 12 points (91-100%: 12; 75-90%: 10; 51-74%: 8; 50% or less: 4; 0%: 0).
• Women ownership: up to 8 points (91-100%: 8; 75-90%: 6; 51-74%: 4; 50% or less: 2; 0%: 0).
• Proof required: Shareholder certificate/CIPC, certified ID copies, B-BBEE certificate/affidavit, CSD report.

Award stage mandatory:

• Tax compliance (non-compliant bidders disqualified).
• Not listed on Register of Restricted Suppliers or Tender Defaulters Register.

Note: Orders above R30,000 evaluated using 80/20 preference point system and functionality scorecard where applicable.

Supply and deliver 20,000L of Automotive Diesel (50PPM) to Vaalputs Storage Facility.

• Fuel must meet all applicable South African National Standards (SANS), chemical, and environmental standards.
• Fuel must be free from contamination and water.
• Delivery must be in calibrated fuel tankers.
• Accompanied by delivery notes indicating quantity, date and time of delivery, batch number, and fuel quality certificate where applicable.
• Deliver directly into Vaalputs Storage tanks.
• Deliver within two weeks of receiving an official purchase order.
• Deliver during normal working hours unless otherwise instructed.
• Indicate if your company is ISO 9001:2015 certified for Quality Management Systems.

Provide a quotation for 20,000L of 50PPM Diesel, including Unit Price (VAT Incl.) and Total Price (VAT Incl.).

• Pricing format: Description: Supply of 50PPM Diesel, Quantity: 20,000 Litres, Unit Price (VAT Incl.): [R], Total Price (VAT Incl.): [R].
• Orders above R30,000 will be evaluated using the 80/20 preference point system and a functionality scorecard where applicable.

• Submit at least 3 reference letters (on client letterhead, with contact details) for previous diesel supply contracts.
• Submit ID copies of owners/directors (as per CIPC/CSD/B-BBEE documents).

• Not listed in the Register of Restricted Suppliers or Tender Defaulters Register.

Additional Requirements:

• Register on the Central Supplier Database (except foreign bidders with no local entity).
• Attach valid B-BBEE certificate or affidavit.
• Complete SBD forms (SBD 4 and SBD 6.1).
• Indicate ISO 9001:2015 certification status if applicable.
• Comply with all health and safety regulations during supply and delivery.
• The RFQ is subject to the General Conditions of Contract from National Treasury.

Attach a valid B-BBEE certificate or sworn affidavit. Points are awarded for Black Ownership (up to 12 points) and Women Ownership (up to 8 points) as per the 80/20 preference point system.

Comply with all health and safety regulations during the supply and delivery of diesel to Vaalputs site.
