Photocopies of original forms are allowed but must bear original signatures. Late, faxed, emailed, or incomplete bids will be rejected. Seal bids in a separate envelope marked with bid number (OHSC/01/MAY/2026), bidder name, and closing date. Each bid must be standalone—no mixing with other bids or samples. Alterations must be initialed; correcting fluid is prohibited. Bids will be opened in public as soon as practicable after closing time. Prices may be made public at opening. No bids will be accepted after the deadline, and proof of posting is not accepted as proof of delivery.

Evaluation follows the 80/20 point system. Bidders must: be registered on the Central Supplier Database (CSD) with mandatory information (business registration, directorship/membership/ID numbers, tax compliance status, banking details). Submit valid Tax Clearance Certificate (original or copy) or TCS PIN/CSD number. Provide B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Attend the compulsory briefing session (03 June 2026) and submit the signed certificate. Demonstrate financial standing and capacity to execute the contract, including references or past experience in similar projects. Joint ventures/consortia must submit a joint venture agreement, separate Tax Clearance Certificates for each party, and a consolidated B-BBEE certificate. Failure to submit required documents (e.g., CSD registration, tax compliance, B-BBEE certificate, or briefing attendance proof) will disqualify the bid. Preference points are allocated based on B-BBEE status and other specified goals. Equal bids will be decided by highest preference points or drawing of lots.

Scope: Replacement of end-of-life Cisco wireless controllers and access points, Palo Alto firewalls, support and maintenance of existing server infrastructure, and renewal of software licenses for server infrastructure. Contract period: 2 years, with OHSC reserving the right to extend for up to 2 additional years. Contractor must provide efficient and effective service, with proof of capacity (references or past experience in similar contracts). Confidentiality agreements may be required for staff handling OHSC information. Contractor must assume duty on the date stipulated in the acceptance letter. Unsatisfactory performance may lead to termination after written warning. OHSC reserves the right to curtail services with one month’s written notice, adjusting contract sum pro rata.

Bid prices must be inclusive of VAT. Pricing must cover all work/items and obligations under the contract. Tax invoices must comply with SARS requirements: supplier name, address, registration number; recipient details; serialized number and date; description and quantity of goods/services; VAT amount or statement of inclusion and rate. Bid validity period: 120 days from closing date, with possible extension request by OHSC under the same terms. Payment terms and guarantees are subject to the contract. OHSC may retain payment for unsatisfactory service until issues are resolved. Contractor must provide bank details, including name, address, telephone number, and account number.

Submit Tax Clearance Certificate (original or copy) or TCS PIN/CSD number. B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) required for preference points.
