Please note the following rules with respect to the OLT system (Informal Tendering)

a. Please ensure that the email subject line only contains the

OLT2128200 Enquiry number as per heading and no other information. Do not add any text

to the subject line. Do not add any space in between the prefix and the enquiry number.

b. Ensure that all files submitted is in a PDF format.

c. Ensure that the enquiry number is stipulated in the subject line on all e- mails if multiple

emails are sent

d. Ensure that you receive a confirmation email after submitting your documentation. Please

follow up immediately via the email address of the respective asset disposal officer if you did

not receive this.

e. Maximum attachment size per email is 10MB. It is the supplier’s obligation to ensure that

the attachments per email do not exceed this limit.

f. Please note closing date and time on the RFQ. Your submission will not be evaluated if it

is received after the closing date and time of the RFQ.

g. All tender returnables/documentation must be submitted to

[email protected] only. E-mails to any other address (except for

clarifications) will not be accepted. Failure to comply these rules will result in your tender

being disqualified.

Evaluation Method:

• Pricing: 80% (Best price via e-Auction).
• B-bbee: 20%.

Technical Evaluation (Two-Phase):

1. Desktop Evaluation.
2. Site Visit Inspection.

Technical Criteria (100% Weighting):

• Approach and Methodology (Assessing technical/mechanical ability, industry experience, and ethical track record in line with the Second-Hand Goods Act).
• Capability to perform effectively, efficiently, timeously, and economically.

Scope of Work:

• Purchase, collection, and removal of scrapped KVA transformers at Ga-Rankuwa CNC.
• Successful tenderers must pay upfront for the allocated batch.
• Collection must be completed within 5 working days from the issue date of the approved work instruction/task order.
• Payment must be made in full for the units indicated on each batch; no re-batching or part payments allowed.
• Bidders must have sufficient capacity to service the contract as quantities depend on Eskom's operations.
• The purchaser is responsible for safe collection, handling, removal, and transportation using qualified labour and certified plant/machinery.
• The site must be left clean upon completion; the contractor is responsible for cleaning any oil spills.

• Bidders must submit a Method Statement based on the scope of work.
• Technical evaluation includes an assessment of the contractor's technical and mechanical ability to manage project quantities.

• Bidders must provide a Company Incident Management Procedure.
• Bidders must provide an Environmental aspect and impact register (e.g., for oil spillages).
• Bidders must provide a procedure for managing non-conformances (NCRs) related to environmental issues.

• Pricing is conducted via e-AUCTION.
• Bidders must complete the E-Auction Training Acknowledgement Form to participate.
• The final price per item (ex VAT) will be determined via the e-Auction pricing tool.

Pricing and Payment:

• Pricing is conducted via e-AUCTION.
• The rand rate per item will be determined via the e-Auction pricing tool after evaluation.
• Remittances must be made to Eskom Holdings SOC Limited within five (5) working days after sale.
• Accepted payment methods: Bank cheque or electronic bank transfer only.
• All prices are quoted excluding VAT.

Mandatory Returnables:

• Valid SARS Tax Clearance Certificate.
• Valid B-BBEE Verification Certificate (or Affidavit on DTI Template).
• Second-hand goods certificate from SAPS/Licensee.
• Proof of registration on the National Treasury's Central Supplier Database (CSD).
• Valid Letter of Good Standing with COID.
• SBD 4 Form (Bidder's Disclosure).
• Integrity Pact Declaration Form.
• E-auction training acknowledgement Form.
• CIPRO Registration Documents and ID copies of Directors.
• Authorization to Tender Form.
• Technical Requirements: Technical inventory list and Method Statement.

Other Compliance:

• Must comply with the Second-Hand Goods Act.
• Must hold an Environmental Waste Management Licence or municipal certificate for transporting hazardous waste.
• Must comply with the Occupational Health and Safety (OHS) Act.

• Compliance with the Occupational Health and Safety (OHS) Act is mandatory.
• A Baseline Risk Assessment (BRA) and identification of SHE hazards must be provided.
• A signed SHE policy (compliant with OHS Act Section 7) is required.
• Competency training certificates required: First Aiders (Level 2), Fire Fighting, and HIRA/Risk Assessment training.
• Medical fitness certificates for employees/drivers and valid driver's licences/PDPs must be provided.
• Portable fire fighting equipment must be available on-site during all work stages.
• A Section 37(2) Agreement under the OHS Act must be signed.
• Contractors must adhere to site access conditions set by the Eskom site agent.
• No accommodation is allowed on site.

• Compliance with the National Environmental Management Act (Section 28) is required to prevent pollution/degradation.
• Contractors must provide an Environmental Management System (EMS) compliant with ISO 14001:2015 (certification not required, only compliance).
• An Environmental Policy signed by the CEO/MD is required.
• Emergency preparedness for incidents (e.g., hydrocarbon spillages) must be established.
• Any oil spills caused during the work programme must be rehabilitated by the contractor.

• The signed Offer to Purchase serves as a legal agreement to the Standard Conditions of Tender.
• All offers are valid for 90 days from the closing date.
• Eskom reserves the right to reject any tender or withdraw any item.
• No variations or modifications to the agreement are valid unless confirmed in writing.
• Equipment is sold "Voetstoots" (as is) without warranty on workability or condition.

• Eskom is not responsible for damages or losses (theft, damage, or personal injury) incurred during removal.
• Littering is strictly prohibited; no rubble is to be left on site.
• Contractors must build rigging, transportation, and pumping costs (valves/pumps) into their pricing.
• All work must be signed off by the Eskom site agent.
