Evaluation method: Preference Point System (Method 3: Functionality Criteria, Price, and Preferences). Points allocation: 80 points for price (if tender < R50m) or 90 points (if tender ≥ R50m). Up to 20 points for B-BBEE status (if tender < R50m) or 10 points (if tender ≥ R50m). Specific goals: Women Ownership (>51%): 3 points (or 1.5 for ≥R50m), Youth Ownership (>51%): 2 points (or 1 for ≥R50m), Black Ownership (>51%): 5 points (or 2.5 for ≥R50m), Location (Gauteng): 10 points (or 5 for ≥R50m). Scope: Supply and delivery of concrete products for the City of Johannesburg on an as-and-when-required basis for 36 months. Products include: Interlocking Concrete Pipes, Rectangular Portal Culverts, Manhole Rings, Manhole Slabs, Concrete Lid & Frame. Standards: Must comply with South African Bureau of Standards (SABS) and relevant SANS specifications, including material strength requirements (MPa classes). Manufacturing autonomy: Bidder must demonstrate sole manufacturing autonomy over at least 50% of the end-products listed in the Schedule of Rates. Must be the primary entity executing core fabrication, assembly, and quality control. Consortia, brokerage firms, or third-party sourcing agents without direct production-line oversight are excluded. Operational capacity: Bidder must have the resources, equipment, and logistics capability to fulfill supply and delivery obligations. Pricing: Submit a Schedule of Rates (Form B15) for all items listed (Excl. VAT, Excl. Delivery unless specified). Price evaluation based on Sheets 1–5: Interlocking Concrete Pipes, Rectangular Portal Culverts, Manhole Rings, Manhole Slabs, Concrete Lid & Frame. Total price must be inclusive of VAT. Financial guarantees: Submit a Letter of Intent from a financial institution to provide a Construction Guarantee (Form A14) as per GCC requirements. Audited financial statements for the past 3 years must be submitted. Additional financial documents: Bank rating (Form B30), Estimated Monthly Expenditure (Form B8), SMME Plan (Form B31). Mandatory compliance: Registered legal entity in South Africa. Registered on the National Treasury Central Supplier Database (CSD) with a valid CSD supplier number. Valid Tax Clearance Certificate and Tax Pin Number (Form A12). Valid COIDA Letter of Good Standing (Form B18). CIDB registration with appropriate grading designation (Form B17). For joint ventures, a combined CIDB grading certificate is required.
