Submit bids exclusively via the City of Tshwane e-tender portal by 10:00 on 10 June 2026. Do not use the physical tender box. Required returnable documents: Pricing Schedule (Pg. 14–15), Invitation to Bids (MBD 1, Pg. 16–17), Declaration of Interest (MBD 4, Pg. 18–20), Preference Points Claim Form (MBD 6.1, Pg. 21–26), Contract Form (MBD 7.2, Pg. 27–28), Declaration of Past Supply Chain Management Practices (MBD 8, Pg. 29–30), Certificate of Independent Bid Determination (MBD 9, Pg. 31–34), Company Registration Certificate, Tax Clearance Certificate or Unique PIN, BBBEE Certificate, Rates and Taxes clearance, CSD Summary Report. Bid documents must be completed in black ink only (no retyping, scanning, pencil, or correction fluid like Tippex). All items in the pricing schedule must be quoted; corrections must be initialled. Bids remain valid for 90 days after closing. Late, incomplete, or non-compliant submissions (e.g., Tippex use, missing items) will be disqualified.

Evaluation occurs in three stages: Stage 1: Administrative compliance – bids are checked against the list of returnable documents (e.g., CSD registration, tax compliance, MBD forms, municipal account statements). Failure to submit any compulsory document or comply with requirements (e.g., black ink, no Tippex, full signatures) results in disqualification. Stage 2: Mandatory requirements – bidders must provide one contactable reference letter for similar work done (on client letterhead). Stage 3: Preference Points System (80/20) – 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals. Specific goals include: B-BBEE level (Level 1: 8 points, Level 8: 1 point, Non-compliant: 0), EME/QSE (2 points), 51% Women-owned (2 points), 51% owned by People with Disability (2 points), 51% Youth-owned (2 points), Local Economic Participation (City of Tshwane: 4 points, Gauteng: 2 points, National: 1 point). Non-compliance with specific goals does not disqualify but results in 0 points for that goal. Fraudulent claims may lead to disqualification, contract cancellation, or legal action.

Scope: Supply and delivery of ceremonial dress uniforms for the City of Tshwane Emergency Services Department on an as-and-when-required basis for a period not exceeding 12 months. All items must be new, of the highest quality, durable, wrinkle-resistant, and Teflon-treated for stain and water repellence. Damaged, flawed, or defaced materials will be rejected and replaced at the supplier’s cost. Supplier warrants materials are new, unused, and incorporate recent design/material improvements. Deliverables: Section 1 (Ceremonial Dress Uniform): Male/Female Formal Dress Jackets (55/45 Trevira Wool 3 Ply, black, gold fire service buttons, red piping/corded edging, twill lining, inner pockets), Male/Female High Collar Choker Jackets (55/45 Trevira Wool, black, gold collar trims, red corded edging, full-length epaulettes), Step-Out Male Trousers (formal cut, rubberized shirt stay, reinforced pockets, red trouser braid, 7 belt loops, military crease), Step-Out Female Trousers (Slacks) (as above, female cut), Ceremonial Dress Female Skirt (plain front, magnum style, 7-button placket, short sleeves, two-piece back, elasticized waistband, red corded braid, below-knee length), Cotton Gloves (white, plastic nodules on palm/fingers, snap cuff), Leather Gloves (black, snap fastener), Georgettes (rubberised/non-rubberised, gold oak leaf insignia with red border), Tie Pin (gold metal, departmental logo in full colours), Slide-On Flag Standard Carrier (black leather/vinyl, heavy plastic/metal flag cup), Web Belt (red cotton webbing, 50mm wide, gold buckle), Leggings (red leather/vinyl, snap fasteners). Section 2: Fireman’s Ceremonial Brass Helmet (brass, Merryweather style, adjustable chin strap). Bids are awarded per section; quoting partial sections disqualifies the bid.

Pricing must include supply, delivery, materials, labour, profit, transport, and all applicable taxes. Submit pricing per item in the official schedule for Section 1 (Ceremonial Dress Uniform) and Section 2 (Fireman’s Ceremonial Brass Helmet). Unit prices must be in Rand (R) and cents (c). Provide Total Price (Excl. VAT), VAT @15%, and Total Price (Incl. VAT). Bids are awarded per section; quoting partial sections or omitting items disqualifies the bid. Corrections on the price schedule must be crossed out in ink and initialled; Tippex or correction fluid is prohibited. Payment terms: 30 days after receipt of invoice and delivery note. Validity period: 90 days post-closing, extendable in writing by SCM. The City reserves the right to conduct market analysis and negotiate market-related prices with top-scoring bidders.

Mandatory: CSD registration (valid CSD number required). Tax compliance: Submit Tax Clearance Certificate or Unique PIN (SARS). Municipal compliance: Original or copy of Municipal Account Statement (not older than 3 months, no arrears >90 days) or signed lease agreement/local councillor letter for informal/rural areas. This applies to the bidding company and all owners/members/directors/major shareholders. Submit completed MBD forms (MBD 1, 4, 5, 8, 9) in black ink, fully signed, with no blank spaces. Declare any interest in related companies/businesses (MBD 4, Q3.14); failure to declare results in disqualification. B-BBEE: Submit valid B-BBEE certificate (or sworn affidavit for EME/QSE). Foreign suppliers: Complete pre-award questionnaire (MBD 1 Part B:3). Joint Ventures: Submit JV agreement and all required documents for each party. Audited financial statements: Required for tenders above R10m or if company is >3 years old (or proof of exemption). No bids accepted from persons in the service of the state (MSCM Regulations definition applies). Bidders must not be listed on the National Treasury’s Database of Restricted Suppliers or the Register for Tender Defaulters.
