Submit bids exclusively via the City of Tshwane e-tender portal by 10:00 on 9 June 2026. Do not use the physical tender box. Required returnable documents: Pricing Schedule (Pg. 14-15), Invitation to Bids (MBD 1, Pg. 16-17), Declaration of Interest (MBD 4, Pg. 18-20), Preference Points Claim Form (MBD 6.1, Pg. 21-26), Contract Form (MBD 7.2, Pg. 27-28), Declaration of Past Supply Chain Management Practices (MBD 8, Pg. 29-30), Certificate of Independent Bid Determination (MBD 9, Pg. 31-34), Company Registration Certificate, Tax Clearance Certificate or Unique PIN, BBBEE Certificate, Municipal Rates and Taxes statement (or acceptable alternative), CSD Summary Report. Bid documents must be completed in black pen (no retyping, scanning, or correction fluid). All items in the pricing schedule must be quoted; corrections must be crossed out in ink and initialed. Bids remain valid for 90 days after closing. Late bids will not be considered. Disqualification risks: Use of correction fluid, incomplete pricing schedule, or failure to submit required documents.

Evaluation occurs in two stages: Administrative Compliance and Preference Point System (80/20). Stage 1 (Administrative Compliance): Mandatory CSD registration with valid CSD number. Submission of Tax Compliance Status PIN or CSD number. All compulsory returnable documents must be submitted, including Company Registration Certificate, Tax Clearance Certificate or PIN, BBBEE Certificate, Municipal Rates and Taxes statement (or acceptable alternative) for the bidding company and its owners/directors, CSD summary report, and duly signed MBD forms (1, 4, 5, 8, 9). Bidders must not be in the service of the state, listed on restricted supplier databases, or have a history of contract termination due to non-performance. Stage 2 (Preference Points): 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals. Specific goals include B-BBEE level (Level 1: 8 points, Level 8: 1 point, Non-compliant: 0 points), EME/QSE status (2 points), 51% women-owned (2 points), 51% owned by people with disability (2 points), 51% youth-owned (2 points), Local Economic Participation (City of Tshwane: 4 points, Gauteng: 2 points, National: 1 point). Proof of claims must be submitted; failure to do so results in zero points for that goal.

Scope: Supply, delivery, and off-loading of maintenance and gardening tools for City of Tshwane-managed Early Childhood Development (ECD) Centres in Regions 3 and 6. Tools are for use by Special Workmen and authorized personnel for routine maintenance, minor repairs, cleaning, landscaping, gardening, and general upkeep. Deliverables: New, durable, fit-for-purpose, defect-free tools. Equivalent brands may be accepted subject to approval. Replacement of damaged, incorrect, or defective items at supplier’s cost. Warranty/guarantee required for mechanical/power tools. Compliance with occupational health and safety standards. Delivery to designated ECD centres with off-loading and handover to authorized officials. Example tools: Plastic rakes, steel rakes, lopper (grass scissors), grass hedge shears, big spades, hand garden pitchforks, hoes, weed killer, water garden hose pipes, paint tray sets, toilet/sink plungers, wheelbarrows, pick-axes, garden hoes, axes, shovels, 12V cordless impact drills, Fischer plugs, masonry/steel drill bits, aluminum step ladders, handyman toolbox sets, electric extension cords, pruning shear tools, lasher slasher grass poly handles, pan sealant.

Pricing must be submitted on the official pricing schedule (Pg. 14-15). All items must be quoted; incomplete schedules result in disqualification. Prices must be in Rand, excluding VAT (VAT @15% will be added). Corrections to prices must be crossed out in ink and initialed; Tippex or correction fluid is not permitted. Payment terms: Within 30 days after receipt of invoice and delivery note. Bids remain valid for 90 days after closing. The City reserves the right to conduct market analysis and negotiate market-related prices with top-scoring tenderers. If a tenderer’s price is deemed non-viable, they may be disqualified or required to enter a tight contract to mitigate non-performance risk.

Compulsory: CSD registration (valid CSD number required). Tax compliance: Submit Tax Clearance Certificate or Unique PIN (SARS e-filing acceptable). Municipal service charges, rates, and taxes: Submit Municipal Account Statement (not older than 3 months) or signed lease agreement. For rural/informal settlements, a letter from the local councillor confirming no arrears. All company owners/directors/shareholders must also submit proof of municipal compliance. MBD Forms: Duly signed and completed MBD 1, 4, 5, 8, and 9 (no blank spaces, no Tippex, black ink only). Declaration of Interest (MBD 4): Disclose any relationships with state employees or other bidders. Declaration of Past SCM Practices (MBD 8): Confirm no abuse of SCM system, fraud, or corruption convictions. Certificate of Independent Bid Determination (MBD 9): Confirm no collusive bidding. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Audited Financial Statements: Required for tenders above R10m or if company is less than 3 years old (or proof of exemption). Joint Ventures: Submit JV agreement and all required documents for each JV party. Foreign Suppliers: Complete pre-award questionnaire (Part B:3). No bids accepted from persons in the service of the state.
