Evaluation occurs in 4 stages: (1) Compliance with mandatory/compulsory requirements (automatic disqualification for non-compliance). (2) 3 Reference Letters for similar projects (signed, dated, within 5 years, from traceable clients). (3) Price (80 points max, calculated using formula: Ps = 80(1 - (Pt−Pmin)/Pmin), where Ps = points for price, Pt = tender price, Pmin = lowest acceptable price). (4) Preference Points (20 points max) for: Black Ownership (100%: 8 points, 51-99%: 4 points), Women Ownership (100%: 4 points, 30-99%: 2 points), Youth Ownership (100%: 4 points, 30-99%: 2 points), Disability Ownership (20%+: 4 points, 10-20%: 2 points). Total Evaluation Points (TEV) = Price Points (NFO) + Preference Points (NP). Contractors must declare key staff status and administrative compliance; updates required for changes. CIDB Grading Requirement: Contractors must have a CIDB grading designation of 2GB and 1SN or higher (or equivalent as per Regulation 25(1B) or 25(7A) of CIDB Regulations). Joint ventures permitted if: all members are CIDB-registered, lead partner has 2GB/1SN or higher (or not lower than one level below with required recognition status), and combined grading meets or exceeds 2GB/1SN.
