Preference points for B-BBEE require valid certification (Level 1–8) or sworn affidavit (EMEs/QSEs). Failure to submit required proof for preference points means no points are awarded for those goals. SITA may request substantiation of claims at any time. Alternative bids are only accepted if a compliant primary bid is also submitted and can be evaluated using the same criteria.

Warranty: 12 months from delivery (or 18 months from shipment, whichever is earlier). Defective goods must be repaired or replaced at no cost to the purchaser upon written notice. Suppliers must provide packing sufficient to prevent damage during transit, including exposure to extreme temperatures, salt, and precipitation. Delivery must comply with contract terms, including shipping documents. Payment terms: invoices must be accompanied by delivery notes and proof of fulfilment of obligations. Performance security (e.g., bank guarantee, irrevocable letter of credit, or cashier’s cheque) may be required within 30 days of award, denominated in ZAR or freely convertible currency. Security will be discharged within 30 days of contract completion, including warranty obligations. Penalties for late delivery: prime interest rate calculated daily on the delayed goods/services. Contract may be terminated for default, with the supplier liable for excess costs of replacement procurement. Prices charged must not vary from the quoted bid price, except for authorised adjustments. Payment will be made in ZAR unless otherwise stipulated.

Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) registration number. Hard copy TCS certificates are acceptable. Consortia/JVs: each member must submit separate TCS PIN/CSD number. No bids accepted from government employees or entities with government employee directors/members. B-BBEE: Valid B-BBEE status level verification certificate or sworn affidavit (for EMEs/QSEs) must be submitted to claim preference points. Foreign suppliers: Complete the foreign supplier questionnaire if not registered in RSA. National Industrial Participation Programme (NIPP): SBD 5 must be submitted if imported content exceeds US$10 million (or equivalent thresholds). Successful bidders must report contract details to DTIC within 5 working days if the contract value exceeds R10 million.
