Service providers must have a physical presence in KwaZulu-Natal province, proven by a rates & taxes statement not older than 3 months. They must have a minimum of 3 years relevant experience in the property industry, be accredited with the relevant regulatory body for property management, and provide a building accessible to clients, suppliers, and people with disabilities. Bidders must be registered on the National Treasury Central Supplier Database (CSD). The bidder must have the legal authority to sign the bid (supported by a board resolution for juristic persons).

• Location: Durban area (Kingsmead or Umhlanga), within an office node, walking distance to public transport and retail centers.
• Size: Usable area between 270m² and 340m².
• Building Type: Grade A, street level, accessible to people with disabilities.

• Validity: Bids are binding for 150 days from the closing date.
• Contractual Precedence: The Service Level Agreement (SLA) takes precedence over other documents in case of conflict.
• Right to Reject: The NEF reserves the right to reject any bid, in part or in whole, or to withdraw the RFP at any stage without providing reasons.
• Amendments: The NEF may amend RFP conditions or extend the closing date, notifying all bidders in writing.
• Liability: The bidder is responsible for all costs incurred during bid preparation. The NEF is not liable for lost/duplicated pages or IT-related submission failures.
• Personal Information: Data is processed in accordance with POPIA (Protection of Personal Information Act).

Protecting personal information is important to the National Empowerment Fund (NEF). To do so, NEF

follows general principles in accordance with applicable privacy laws and the Protection of Personal

Information Act (POPIA).

NEF’s role as a responsible party is amongst others to process personal information for the intended

purpose for which it was obtained and in line with legal agreements with its respective/ prospective clients,

third parties, suppliers, and operators.

Who is an Operator? A person or body/ entity which processes personal information for the NEF in terms

of a contract or mandate.

Who is a Supplier? A natural or juristic person that provides a product or renders a service to the NEF. A

supplier could also be considered as an operator, an independent responsible party or (together with

NEF) a joint responsible party.

If the supplier or business partner provides NEF with its related persons’ personal information, the supplier

or business partner warrants that the related persons are aware of and have consented to the sharing

and processing of their personal information with/by NEF. NEF will process the personal information of

related persons as stated under a contractual agreement or as required by any related legislation.

Examples of the personal information of the supplier or business partner where relevant may include (but

are not limited to):

Financial information, including bank statements provided to the NEF;

Invoices issued by the supplier or business partner;

The contract/ legal agreement between the NEF and the supplier or business partner;
