Supply and delivery of laboratory reagents for midmar nature reserve (midmar water care)

• Returnable documents are not listed in the General Conditions; refer to the Special Conditions of Contract (SCC) that accompany the bid for the exact forms, certificates and any other required returnables.

• Disqualification risks: missing any SCC‑required form, late submission, or failure to attach the performance security as required in Clause 7.1.

Scope: Supply and delivery of laboratory reagents for Midmar Nature Reserve (Midmar Water Care), Ezemvelo KZN Wildlife.

Standards: Goods must meet the standards set out in the bidding documents (Clause 4.1).

Packing: Must protect goods from damage, rough handling, extreme temperatures, salt and precipitation; packing, marking and documentation must follow the special requirements in the SCC (Clauses 9.1‑9.2).

Delivery: Must be performed in accordance with the contract terms and SCC (Clauses 10.1‑10.2). Supplier bears all risk until a valid receipt is obtained.

Inspection/Testing: Supplier must allow purchaser’s inspection of premises if required (Clause 8.2). Non‑conforming supplies may be rejected at supplier’s cost (Clauses 8.5‑8.7).

Warranty: Goods must be new, unused and defect‑free. Warranty period is 12 months after delivery or 18 months after shipment, whichever ends earlier (Clauses 15.1‑15.2). Supplier must repair/replace defective items at no cost (Clause 15.4).

Pricing: Prices must remain as quoted in the bid unless a variation is authorised in the SCC (Clause 17.1).

Payment: Invoices must be accompanied by the delivery note and any other required documents (Clause 16.2). Payment is made within 30 days of receipt of a correct invoice (Clause 16.3) in South African Rand unless otherwise stated (Clause 16.4).

Performance Security: Successful bidder must provide a performance security within 30 days of award (Clause 7.1). Form (bank guarantee, irrevocable LC or cashier’s cheque) and amount are set out in the SCC (Clause 7.3). Security is released 30 days after contract completion (Clause 7.4).

Penalties: Delays may attract daily penalties calculated on the delayed amount using the current prime interest rate (Clause 22.1). Persistent non‑performance can lead to contract termination (Clause 23.1).

Tax Clearance: Original SARS tax clearance certificate must be submitted before award (Clause 32.3).

Local Content: Defined as the portion of the bid price not comprising imported content, provided local manufacturing occurs (Clause 1.17).

Anti‑Dumping/Counter‑vailing Duties: Supplier bears any duties imposed after the bid (Clause 24.1).

Corruption/Fraud: Involvement in corrupt or fraudulent practices can result in termination and a restriction from public‑sector contracts for up to 10 years (Clauses 23.1(c), 23.3).

Restrictive Practices: Collusive bidding or bid‑rigging is prohibited under the Competition Act (Clauses 34.1‑34.3).

Force Majeure: Supplier must notify purchaser in writing of any force‑majeure event (Clause 25.2).

Insurance: Goods must be fully insured against loss or damage during manufacture, transport, storage and delivery (Clause 11.1).

• Supply and delivery of laboratory reagents for Midmar Water Care.
• Reagents must be fully compatible with the DR3900 Spectrophotometer.
• Minimum shelf life of 24 months at the time of delivery.
• Successful bidder must provide same-day refresher training (method application and validation) and spectrophotometer servicing upon delivery.
• A Certificate of Training Completion must be issued for all training provided.

• Only firm prices will be accepted; non-firm prices (including exchange rate variations) will not be considered.
• All delivery costs must be included in the bid price.
• Validity period: 90 calendar days from the closing date.

• Must be registered on the Central Suppliers Database (CSD) by the closing time.
• Must provide a valid SARS Tax Compliance Status (TCS) PIN.
• Must submit a valid ISO 9001:2015 certificate in the legal name of the bidding entity.
• Must provide proof of authorization from the Original Equipment Manufacturer (Hach) to service DR3900 spectrophotometers.
