Evaluation uses the 80/20 preference point system. Price accounts for 80 points, calculated as Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the bidder's price and Pmin is the lowest acceptable price. Specific goals account for 20 points, allocated as follows: B-BBEE Level 1: 5 points, Level 2: 4.5, Level 3: 4, Level 4: 3, Level 5: 2, Level 6: 0.5, Level 7: 0.3, Level 8: 0.1. Additional points for Black youth majority-owned (5), Black women majority-owned (5), and companies majority-owned by people with disabilities (5). Non-compliant contributors receive 0 points. Failure to submit proof for specific goals means no points are claimed for those goals. Fraudulent claims may result in disqualification, contract cancellation, or legal action.

This bid is subject to the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations. Bidders must submit B-BBEE certification or affidavit for QSE/EME. Preference points are awarded based on B-BBEE status level and additional goals for black youth majority-owned, black women majority-owned, or disability-owned entities.

ACSA requires a validity period of 120 business/working days for this bid. Prices must remain firm during this period. ACSA reserves the right to award whole/part bids, split awards, negotiate with shortlisted bidders, award to a bidder other than the highest scoring bidder, reject the lowest acceptable bid, or cancel the bid. The successful bidder must ensure a fully completed and signed written contract post award. Confidentiality: ACSA will not disclose bidder information to third parties without written approval. Bidders must not disclose bid information without ACSA’s written approval. Third-party consultants must sign confidentiality agreements.
