• Scope: Construction and maintenance of concrete jeep tracks in the Tsitsikamma Section of Garden Route National Park for a 24-month period.
• The contractor must provide all labour, materials, plant, equipment, supervision, transport, and incidentals.
• Key works include:

• Site establishment, clearing, grubbing, excavation, and track formation preparation.
• Supply, placement, and compaction of G7 subbase material where required.
• Construction of reinforced/unreinforced concrete wheel tracks.
• Finishing with a rough broom finish for traction.
• Rehabilitation, clean-up, and disposal of surplus material at approved sites.
• Compliance with all health, safety, and environmental regulations.

• Jeep Track Configuration:

• Two concrete strips, each 600mm wide.
• Wheel tracks spaced 1,500mm centre-to-centre.
• Minimum concrete thickness: 120mm.
• Width between strips: approximately 900mm.
• Concrete strength: Minimum 25 MPa at 28 days.
• Alignment and gradients to follow existing terrain unless instructed otherwise.

• Materials and Workmanship:

• G7 material must comply with COLTO/SANS specs, compacted to ≥93% Mod AASHTO density.
• Concrete must be properly batched, transported, placed, compacted, and cured for minimum 7 days.
• Defective sections must be replaced at contractor's cost.
• Finished tracks must have a non-slip broom finish, free of defects.

• Health and Safety: Comply with OHS Act and Construction Regulations; submit a site-specific Health and Safety Plan before commencement; provide PPE; maintain safe access; appoint a Safety Officer if required.
• Environmental: Prevent pollution; limit vegetation disturbance; remove all rubble; comply with SANParks Environmental Management instructions.
• Plant and Equipment: Contractor to provide suitable equipment including excavator/TLB, compaction equipment, concrete mixer/ready-mix, water cart, hand tools.

• The contractor must provide suitable equipment, including but not limited to: excavator or TLB, compaction equipment, concrete mixer or ready-mix supply, water cart where required, hand tools and finishing equipment.

• Similar Projects: Points awarded for proof of completed similar projects (min R30,000 each). 4-5+ projects = 20 points; 1-3 projects = 10 points.
• Key Personnel Qualifications: Site Supervisor/Foreman with National Diploma/Degree in Civil Engineering/Construction Management = 20 points; Relevant Trade Qualification or NQF Level 4–5 = 15 points; Relevant experience only = 5 points.
• References: 3+ contactable reference letters for similar projects within last 5 years = 20 points; 1-2 references = 10 points.

• Payment terms: Payment will be effected in accordance with the PFMA, within 30 days of receipt of a valid invoice after delivery of goods/services.

• Tax Compliance: Bidders must submit their SARS Personal Identification Number (PIN) or a printed Tax Compliance Status (TCS) certificate. If no PIN but registered on CSD, provide CSD number. For consortia/JVs, each party must submit separate proof.
• Central Supplier Database (CSD): Registration on the CSD is mandatory. Submit proof of registration.
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• CIDB: Valid CIDB grading 1 CE or higher is a mandatory requirement.
• COIDA: Valid Letter of Good Standing is a mandatory requirement.

• Preference points are awarded for specific goals, including local supplier status within 650km of Tsitsikamma National Park.

• Comply with the Occupational Health and Safety Act and Construction Regulations.
• Submit a site-specific Health and Safety Plan before work commencement.
• Provide all required Personal Protective Equipment (PPE).
• Maintain safe access for SANParks staff and visitors at all times.
• Appoint a competent Safety Officer where required.
• The successful bidder must submit an Occupational Health & Safety File (including OHS Plan, Policy, Baseline Risk Assessment, appointments) prior to commencement.

• Prevent pollution of watercourses, wetlands, and surrounding vegetation.
• Ensure no cement, concrete wash water, fuels, or contaminants enter the environment.
• Limit disturbance to existing vegetation.
• Remove all construction rubble from the site.
• Comply with all instructions from SANParks Environmental Management personnel.
• Failure to comply may result in immediate suspension of work.

• The successful bidder must sign a written Contract Form (SBD7).
• The contract is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2017, the General Conditions of Contract (GCC), and any Special Conditions of Contract.
• The bidder declares that the bid is independent, without collusion, and that no undisclosed relationships exist with SANParks officials.
• SANParks adheres to the Protection of Personal Information Act (POPIA).
