You must include the following mandatory documents with your quotation: National Treasury Central Supplier Database (CSD) registration report, a valid B-BBEE certificate or Sworn Affidavit (to claim specific goals), SBD 4 Bidder’s Disclosure Form, and SBD 6.1 Preference Points Claim Form (Preferential Procurement Regulations 2022). Failure to submit required documents or meet submission rules may lead to disqualification. It is your responsibility to ensure your submission is received on time.

Mandatory requirements: Attendance at the compulsory briefing session on 25 May 2026, accreditation with SAQA/CETA Unit Standard 1503471, provision of three references for similar work completed within the last 5 years, and submission of all required documentation (CSD, B-BBEE, SBD forms). Preference points: Awarded under the 80/20 system (80 points for price, 20 points for specific goals). Specific goals include B-BBEE status (higher points for higher black ownership, black women ownership, or disability ownership). Disqualification risks: Late submissions, non-attendance at the briefing session, failure to meet mandatory requirements, canvassing or contact with SABS personnel outside the designated procurement specialist, false declarations, or collusion (as per SBD 4 and Competition Act).

Scope of Work: Perform a site-specific hazard identification survey for all heights at Groenkloof and Netfa (Olifantsfontein) sites, documenting edges, surfaces, access points, weather impacts, and worker activities. Develop a detailed risk assessment (Likelihood x Severity) with residual risk ratings and a documented procedure. Create a customized fall protection plan including method statements, safe work procedures, equipment schedules, inspection checklists, and emergency/rescue protocols. Produce a final compliance report with an executive summary, risk register, implementation roadmap, and ISO 45001/NOSA audit-ready documentation. Mandatory Supplier Requirements: Must attend the compulsory briefing session, must be accredited with SAQA/CETA Unit Standard 1503471, and must provide three references for similar work completed within the last five years.

Quotation must be all-inclusive of VAT, include transportation costs if applicable, include disbursements, and be a fixed price. If foreign currencies are involved, you must make provision for forward cover. No advance payment will be made; payment will only be made upon delivery of services as agreed. The SABS is not responsible for any bid preparation or submission costs incurred by the bidder. Quotation validity period: 120 days from closing date, extendable by 60 days at SABS' discretion without bidder consent or amendment.
