Disqualification risks: late submissions, missing required documents, canvassing or contacting SABS personnel other than the designated Procurement Specialist, false declarations in SBD 4 or other forms, or listing in the Register for Tender Defaulters or List of Restricted Suppliers. Evaluation: 80/20 Preferential Procurement Regulations 2022 system applies. 80 points for price, 20 points for specific goals (e.g., B-BBEE ownership levels). Bidders must submit SBD 6.1 form and supporting documents to claim preference points. SABS may verify claims and disqualify fraudulent submissions.

Key deliverables: fully operational freezer, test/commissioning reports, electrical and refrigeration certificates, warranty (1 year), manuals, and 1-year PPM plan. Technical requirements: temperature range of -18°C or lower, airtight assembly, proper sealing of doors/joints, compliance with health/safety, environmental, and electrical codes. Site assessment, preparation, and disposal of old materials required. Testing includes pressure/leak tests, refrigerant charging, and 1-week performance run. Training and handover included.
