Required returnable documents (neatly attached as annexures): 1) Tax Clearance Certificate or Unique PIN, 2) Proof/supporting documents for points claimed on specific goals (SBD6.1), 3) Tax-compliant CSD Report, 4) Pricing schedule (quotation validity must be 90 days), 5) B-BBEE Registration Certificate. Evaluation is conducted in two phases: 1) Technical evaluation (100 points, minimum threshold: 75 points). Criteria: a) Experience in similar consulting projects (30 points: 1 project = 10, 2 projects = 20, 3+ projects = 30), b) Methodology/Method Statement & Approach (25 points: Poor = 0, Generic = 10, Adequate = 15, Detailed & project-specific = 25), c) Key Personnel (25 points: Lead Consultant = 10, Culinary Specialist/Chef = 5, Marketing Specialist = 5, Financial Modelling Expert = 5), d) Draft proposal for Heritage & Cultural Integration (10 points: Poor = 0, Moderate = 5, Strong = 10), e) Draft Financial & Commercial Modelling (10 points: Limited = 0, Adequate = 5, Strong = 10). 2) Preference Point System (80/20): Price = 80 points (lowest acceptable quotation scores highest), Specific Goals = 20 points. Bidders failing to meet the 75-point threshold in Phase 1 are excluded from Phase 2.

Scope: Compile a strategic implementation plan to operationalize retail services at Freedom Park (restaurant, coffee lounge, tuckshop, catering) to maximize foot traffic and revenue. Key deliverables: 1) Strategic Restaurant Development Outlook and viable implementation plans, 2) Culinary offering aligned with South African/Pan-African heritage (all 9 provinces represented rotationally), 3) Pan-African menu integration with costing, 4) International diplomatic culinary capabilities, 5) Heritage storytelling integration in menu, décor, and service, 6) Staffing requirements: Executive Chefs (10+ years), Restaurant/Events Catering Managers, HACCP-certified kitchen team, Pastry Chefs, Bar & waitron team, 7) Foot tracking & data system: electronic tracking, POS reporting, monthly analytics, audit access (90-day implementation deadline), 8) Revenue generation strategies: profit-sharing (85/15 split), flat-rate rental, utility charges, equipment fees, event catering exclusivity. Additional requirements: Daily operation of restaurant, coffee lounge, and canteen; catering for internal/external events; bar services (subject to liquor license); hygiene/food safety compliance; trained on-site management. Cultural/educational elements: themed dining, educational programs, embassy partnerships for food tastings/competitions.

Pricing schedule must be submitted with VAT inclusive. Quotation validity: 90 days. Pricing must include a ceiling price for total estimated time (4 weeks) and all expenses (travel, accommodation, etc.). Travel expenses: specify rate/km, total km, airfare class (actual costs only, proof required). Other expenses: accommodation (e.g., 3-star hotel), telephone, reproduction costs (proof required). Payment terms: certified invoices must accompany claims. All applicable taxes (VAT, PAYE, income tax, UIF, SDL) must be included.

Mandatory submission: 1) Company Profile, 2) Valid Tax Clearance Certificate or SARS PIN, 3) CSD Registration Report (tax-compliant), 4) B-BBEE Certificate or Affidavit, 5) Proof of relevant experience (minimum 3 projects), 6) CVs of key personnel, 7) Certified qualifications.
