Evaluation uses the 80/20 preference point system. Maximum points: 80 for price, 20 for specific goals (B-BBEE). Points for price are calculated as: Ps = 80

Failure to submit proof for B-BBEE claims will result in zero points for specific goals. Bidders must substantiate claims if requested by the organ of state.

Scope: Calibration, supply, and delivery of 6 handheld thermometers (Ebro or equivalent) for the Cape Town office. Requirements: Thermometers must be digital, battery-operated, and cordless. Must be accurate, calibrated, and durable, with probes strong enough to penetrate tough fish samples. Calibration must cover an operating range from -50°C to 150°C. Delivery must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Delivery costs must be included in the bid price for delivery at the prescribed destination. Bidders must declare: brand and model, country of origin, compliance with specifications (or deviations), delivery period, and whether delivery is firm or not.

Pricing must be submitted on SBD3.1 (Pricing Schedule). Total cost breakdown required. Offer must be valid for 90 days from closing date. All applicable taxes must be included in the pricing. Delivery costs must be included in the bid price. Payment terms: Invoices must be accompanied by a copy of the delivery note. Payments will be made within 30 days of invoice submission. Payment will be in South African Rand (ZAR).

Mandatory requirements: Proof of registration on the Central Supplier Database (CSD). Business registration details (including directorship/membership) will be verified via CSD. Bidders must submit a valid Tax Compliance Status (TCS) PIN or CSD number. For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number. Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers. B-BBEE certificate or sworn affidavit (for EMEs/QSEs) must be submitted to qualify for preference points. No bids will be considered from persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state. Bidders must declare any conflicts of interest, relationships with state employees, or interest in related enterprises. Foreign suppliers must confirm tax residency status in South Africa or provide proof of exemption.
