Requirements:

• Submit in PDF format, protected from modifications, deletions, or additions.
• Separate financial/pricing information from technical/functional response into two attachments.
• Email subject line must include RFQ number and bidder’s name.
• Submit at least 30 minutes before closing time to avoid transmission delays. SABC is not liable for email failures, delays, or incomplete bids.
• Links for WeTransfer/Google Drive must expire after 30 days (not 7).

Disqualification risks:

• Non-compliance with mandatory document submission.
• Missing or invalid mandatory documents (e.g., PSIRA Certificate, Firearm License, NKP letter, site office proof within 200km of SABC Kimberley).
• Failure to adhere to submission format or deadlines.

Evaluation occurs in three phases:

1. Mandatory Documents (Pass/Fail):

• Non-compliance results in automatic disqualification. Required documents:

• Certified copy of valid PSIRA Certificate (must be valid at closing and award).

• Certified copy of Company’s Firearm License (1 pistol, valid at closing and award).

• Proof of physical address (site office with control room within 200km of SABC Kimberley).

• Valid National Key Point (NKP) letter from SAPS or NKP Certificate.

2. Technical/Functional Evaluation (40 points, minimum threshold: 32):

• Previous Experience in Physical Security (max 40 points):

• Cumulative contract duration: Less than 3 years = 0 points; 3–5 years = 12 points; >5 years = 15 points.

• Guards/Compliment per site: Less than 2 guards (4 including relievers) = 0 points; 2–4 guards (4–8 including relievers) = 20 points; >4 guards (8 including relievers) = 25 points.

• Bidders scoring below 32 points are eliminated.

3. Site Inspection (90 points, minimum threshold: 75):

• Control Room Facility (40 points):

• 24-hour operation = 10 points.

• Active two-way radio base set with backup = 10 points.

• Active telephone (dial-in/out) = 10 points.

• Active occurrence book = 10 points.

• Firearm & Safe Compliance (40 points):

• Mounted firearm safe = 20 points.

• Firearm register = 5 points.

• Firearm (1 pistol with license) = 15 points.

• Uniform Availability (10 points):

• Less than 2 sets = 0 points; 2 sets = 8 points; >2 sets = 10 points.

4. Price and B-BBEE (80/20 Preference Point System):

• Price: 80 points (Ps = 80

• (1 - (Pt - Pmin)/Pmin)).

• B-BBEE Specific Goals: 20 points (EME/SME 51% Black-owned = 10; 51% Black-owned = 5; 51% Black women-owned = 3; Black Youth = 2).
• Highest total points win. Ties resolved by drawing lots.

Note: Bidders not meeting specific goals score zero but are not disqualified.

Scope: Provide 24/7 physical security services for SABC Kimberley offices (National Key Point site) for 12 months.

Personnel Requirements:

• Day shift: 3 x Grade C + 1 x Grade B (shift supervisor).
• Night shift: 3 x Grade C + 1 x Grade B (shift supervisor).
• Total: 8 trained security personnel (excluding relievers).
• Relievers must be provided as needed and properly vetted.

Responsibilities:

• Access and egress control.
• Escorting SABC personnel to OBs (ad-hoc).
• Guarding and patrolling premises 24/7.
• Protection of assets, personnel, and premises.
• Key control.
• Control room operations (vehicle issuance/receipt, telephone exchange, alarm monitoring).
• CCTV monitoring and reporting irregularities.
• Emergency handling (alarm/fire systems).
• Risk and threat assessments.
• Compliance with National Key Point Act (annual shooting activities and refresher training).
• Monthly reports.

Security Aids Required:

• Occurrence books, access control registers, duty rosters, posting sheets.
• Handcuffs, batons, two-way/base radios, security equipment register.
• Firearm safes, bullet catcher, key control register, vehicle/firearm/visitor registers.

Legislative Compliance:

• National Key Point Act, Control of Access to Public Premises and Vehicle Act, Labour Relations Act, Criminal Procedure Act, Constitution of South Africa, Firearm Control Act, PSIRA Act, Protection of Information Act, Trespass Act, Occupational Health and Safety Act.

Service Standards:

• All security personnel must be trained in SABC procedures, protocols, and SOPs.
• Personnel must carry identity certificates/permits and equipment at all times.
• Patrols must be conducted on foot, covering all critical areas daily (including weekends/public holidays).
• Security personnel must be trained in handheld two-way radio use.

Pricing:

• Submit detailed cost breakdown (direct/indirect costs) via Annexure F (Pricing Schedule).
• RFQ validity period: 90 days from closing date.

Payment Terms:

• SABC will pay within 60 days of service delivery and invoice submission.

Note: No contract will be awarded to bidders with tax or TV license non-compliance.

• Certified copies of Shareholders’ certificates.
• Certified copies of ID documents of directors/members.

B-BBEE Specific Goals (20 points):

• EME/SME 51% owned by Black people: 10 points.
• 51% owned by Black people: 5 points.
• 51% owned by Black women: 3 points.
• Black Youth: 2 points.

Additional Notes:

• No contract awarded to bidders with invalid tax, TV license, or CSD registration.
• SABC reserves the right to verify all submissions internally.
• Bidders must declare any conflicts of interest (Annexure A).
• Subcontracting requires SABC approval (Annexure C).
