Submissions must be emailed to [email protected]. The email subject line must include the RFQ number and the bidder's name. Submissions must be in PDF format and protected from modification. Financial/pricing information must be in a separate attachment from the technical/functional response. It is recommended to submit at least 30 minutes before the deadline to account for transmission delays. Late or incomplete submissions will be disqualified.

The evaluation follows a two-phase process: 1) Mandatory requirements (pass/fail) and 2) Functionality/Technical evaluation (scored out of 95, with an 80-point minimum threshold). Only bidders meeting the threshold proceed to the 80/20 Price and Specific Goals evaluation. Functionality is scored based on: Company track record (30 points), Human Resources/CVs (60 points), and Project Plan (5 points).

The project involves maintenance, service, and parts supply for 31 transformers at the SABC Auckland Park campus. Scope includes: oil purification, re-gasketing of bushings, replacement of silica gel, transformer testing (ratio, pressure, losses), and repair of tap changers and valves. A compliant Safety File per OHS Act Regulation 17 is required before work commences.

Payment terms are 60 days after service delivery and invoice submission. Bidders must use Annexure F for the detailed pricing schedule. The contract is a once-off project.

Mandatory: CIDB grading of 3EP or higher, valid SACPCMP registration for the Health and Safety Officer, CSD registration, valid Tax Clearance/SARS Pin, valid TV License for company and all directors/shareholders, and proof of B-BBEE status (certificate or affidavit).
