1. Functional/technical evaluation (max 100 points). Minimum threshold 70 points required to proceed.
2. Price (80 points) and Specific Goals (20 points) under the 80/20 preference‑point system.

• Functional criteria (total 100 points):

• A4 publications samples (3) and A5 booklet samples (3) – up to 20 points (full set = 20, 2 sets = 15, 1 set = 5, none = 0).
• Research report samples (3) and presentation slide‑deck samples (3) – up to 10 points (full set = 10, partial = 5, none = 0).
• Reference letters from RSA clients – up to 10 points (3 letters = 10, 2 = 5, 1 = 2, unrelated = 0).
• Project team CVs:

• Project Manager (8+ yrs) – up to 10 points.

• Graphic Designer (5+ yrs) – up to 10 points.

• Content Manager (8+ yrs) – up to 10 points.

• Design samples reflecting 4IR theme – up to 20 points (3 samples = 20, 2 = 10, 1 = 5, none = 0).
• Quality Assurance plan covering content accuracy, design consistency and branding – up to 10 points.

• Bidders scoring < 70 points on functional criteria are disqualified.
• Price points are calculated using the 80/20 formula (lower price = higher points).

Scope:

• Design, layout, printing and delivery of MICT SETA 2026/27 strategic documents (SSP, SP, APP) and five sub‑sector reports.
• Design and layout only (no printing) for three 2025/26 research reports and associated PowerPoint slide decks.

Deliverables:

• Print 80 copies each of SSP (85 pages), SP (110 pages) and APP (215 pages).
• Print 30 copies each of five A5 sub‑sector reports (40 pages each).
• Provide 3 design‑only research reports (A4) and corresponding slide decks (PowerPoint).
• Supply digital eBooks, high‑resolution PDFs and editable MS Word files for all documents.

Technical specs:

• Formats: A4 (strategic documents, research reports), A5 (sub‑sector reports).
• Orientation: Portrait.
• Covers: 3 design options per book, 350 gsm matt art, matt with UV/Skodix spot varnish, perfect bound.
• Colour: Full colour throughout.
• Branding: Must follow MICT SETA brand guide and incorporate a digital‑transformation/innovation theme.
• Research reports: Include infographics, custom icons, charts, and data visualisation per brand guide.
• Slides: PowerPoint master template, consistent colour palette, infographics, charts.

Content management:

• Text supplied electronically by MICT SETA.
• Supplier responsible for version control, three rounds of professional proofreading/editing, and sourcing images as directed.
• Supplier must attend status‑update meetings and provide progress reports.

Provide digital PDFs and editable MS Word files for SSP, SP, APP and sub‑sector reports by 30 June 2026; digital versions for research reports and PowerPoint slides by the same date; print and deliver 80 copies of SSP, SP, APP and 30 copies of each sub‑sector report by 10 July 2026.

Provide:

• Three A4 publication samples (digital + hard copy) and three A5 booklet samples (digital + hard copy).
• Two digital samples each of designed research reports and presentation slide decks showing infographics and visual communication.
• Reference letters from RSA clients on company letterhead, aligned to the samples.
• CVs for Project Manager (≥ 8 yrs end‑to‑end SSP/SP/APP production), Graphic Designer (≥ 5 yrs), and Content Manager (≥ 8 yrs) with relevant experience highlighted.

Submit a written Quality Assurance (QA) Plan that details:

• Content accuracy: proofreading workflow, version‑control procedures and discrepancy resolution.
• Design and layout consistency: use of style guides, master templates and internal review checkpoints.
• Branding compliance: checks for correct logo use, brand colours and fonts at each production stage.

The plan must name the responsible personnel and indicate the production stage for each check.

Quote must remain valid for the period stipulated (90 days).

• Complete the pricing schedule with quantities, unit price (excl. VAT), line‑total, subtotal, VAT 15 % and total (incl. VAT).
• Indicate whether unit prices and delivery period are fixed.
• State delivery address: MICT SETA Head Office, Level 3 West Wing, Gallagher House, 19 Richards Drive, Halfway House, Midrand.
• Quote must remain valid for 90 days from the closing date.
• Bidders bear all costs of preparing and submitting the RFQ; MICT SETA assumes no liability for those costs.
• Required financial documents: Valid Tax Clearance Certificate or SARS verification pin, and any other tax compliance evidence.

• Registrations/documents to be submitted:

• B‑B‑BEE specific goals (preference points):

• Historically disadvantaged persons ownership – 10 points.
• Historically disadvantaged women ownership – 5 points.
• Historically disadvantaged youth ownership – 5 points.
• Proof required via CIPC documents and shareholding certificates.

• General compliance:

• No procurement prohibition by National Treasury (no listing on Tender Defaulters or Restricted Suppliers).
• Not bankrupt, not involved in fraud or corruption, no pending legal judgments affecting operations.
• Declare any state employment or relationships with MICT SETA officials.
• Submit declaration confirming independence of the bid and absence of collusion.

The organ of state may request additional substantiation of any preference claim at any stage.

MICT SETA is not liable for any costs incurred by bidders during preparation, submission, evaluation or selection processes.

Any breach may result in contract termination, financial penalties, restriction from future public‑sector contracts (up to 10 years) and possible criminal prosecution.

If specific‑goal documentation is missing, no points are awarded for those goals.
