Evaluation follows five stages: Stage 1 – RFQ closing date and submission instructions; Stage 2 – Administrative compliance (SBD forms, POPIA consent, B-BBEE certificate/affidavit, CSD report); Stage 3 – Mandatory requirements (including Certificate of Acceptability); Stage 4 – Price and specific goals under the 80/20 preference point system (80 points for price, 20 points for specific goals such as black-owned, women-owned, youth-owned, disability-owned); Stage 5 – Due diligence, contract and award. Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers.

Catering for the NLC Heritage Day Celebration at the Free State Office. Venue: 282 Stateway Road, Welkom Bedelia. Date: 23 September 2026, lunch at 12:00. Menu for 12 delegates: 3 starches (rice, dumpling, pap); 4 meats (mala-mogodu, hard body chicken, chicken feet, lamb stew); 2 vegetables (beetroot, spinach/morogo without cream); 2 salads (chakalaka, potato salad); beverages (100% fruit juice and fizzy drinks, 1 can per person); plus a vegetarian dish. Service provider must bring own cutlery, plates, tablecloths, cups, and serviettes; deliver food on time; print and bring the specification; use refuse bags and remove waste after service. Duration: one day, starting after receipt of appointment letter and purchase order.

Bidders may be required to submit certified copies of qualifications, memberships, COIDA, etc., within 3 working days of request. Failure to submit within the requested period renders the bidder non-responsive.

Submit a complete and signed pricing schedule/quotation. The 80/20 preference point system applies: 80 points for price, 20 points for specific goals. Price formula: Ps = 80(1 - (Pt - Pmin)/Pmin).

The RFQ contains confidential information; no use or disclosure without permission. Late and incomplete submissions are not accepted. No services may be rendered before an official Commission Purchase Order is received. The RFQ is evaluated under the 80/20 preference point system. Suppliers must register on the CSD. Questions must be directed to the specified email. No news releases without consent. The RFQ takes precedence over other documents; PPPFA applies where the RFQ is silent. Bidders must comply with B-BBEE. The National Industrial Participation Programme applies to imported content. Bids must be in English. Gender-neutral interpretation applies. COIDA compliance is required. Personal information is processed under POPIA. Bids are confidential. No canvassing of officials. Collusion leads to disqualification. Supplier performance reviews are conducted.
