Required documents: Quotation on company letterhead, completed and signed SBD1 (Part A & B), SBD4 (Declaration of Interest), SBD6.1 (Preference Points Claim Form), POPIA consent form, CSD Report or MAAA Number, facilitator’s CV and qualifications, and proof of accreditation (bidder and facilitator). Evaluation phases: 1) Mandatory Requirements: Must be accredited with relevant bodies (proof required) and facilitator must be accredited (proof required). Failure disqualifies bid. 2) SCM Administrative Requirements: Submit CSD/SARS PIN proof, completed SBD4, SBD1, POPIA form, SBD6.1, and facilitator’s CV/qualifications. 3) Compliance with RFQ Specifications: Must quote all items; non-compliance invalidates bid. 4) Price and Specific Goals: Price (80 points, inclusive of VAT) + Specific Goals (20 points). Specific Goals: 51%+ Black Ownership = 20 points (proof: ID copies, CSD Report, CIPC, BBBEE certificate, or affidavit). Tax compliance verified via CSD/SARS. Bids from state employees or associated entities are disqualified.

Scope: Provide Management Development Training for 13 Trade & Investment KwaZulu-Natal MANCO members. Duration: 7 months. Delivery: Mixed method (online contact sessions + self-learning). Structure: Minimum two days of online contact sessions per month for each of 7 modules. Modules: Organisational behaviour, team and organisational leadership, people management, managing employee relations and engagement, strategic management, financial management and compliance, project management. Assessments: Competency assessment at the end of each module. Certification: Delegates must pass assessments to receive a certificate of competency. NQF Level: 6–8. Facilitator: Must be suitably qualified and accredited.

Pricing must be inclusive of all applicable taxes (including VAT). Quotation must cover all requested items; quoting on fewer items invalidates the bid. Payment terms, bonds, and guarantees are not specified.

Mandatory: Proof of registration on CSD (Central Supplier Database) or SARS PIN. Tax Compliance Status (TCS) PIN or CSD number required; verification via SARS e-Filing or CSD. Accreditation: Bidder and facilitator must provide proof of accreditation with relevant bodies.
