Submit bids before or on 05 June 2026 at 12:00 PM to Rand Water Head Office, 522 Impala Road, Glenvista, 2058 (Bid Submissions Box at the Main Gate). Bids must be sealed and endorsed with the bid number (RW10414754/26R) and description. Only hard copies accepted; no telephonic, fax, or emailed submissions. Submit one (1) original bid document and returnables. USB flash drive with PDF format may be provided in addition. Bid validity period: 180 days after closing date. Clarifications must be sought no later than 15 calendar days before closing date. Rand Water will respond by 10 calendar days before closing date. Addenda (if any) will be published on the e-Tender Portal. Required returnable documents include: SBD 6.1, compulsory enterprise questionnaire, proposed subcontractors, alternative bid (if applicable), qualifications to bid, declarations of insurance, record of previous experience, HR/equipment capacity schedules, and safety/environmental compliance. Bids must be submitted on the official bid documentation downloaded from the National Treasury e-Tender Portal (http://www.etenders.treasury.gov.za).

Evaluation comprises three stages: (1) Test for Responsiveness: Mandatory requirements include fully completed/signed form of offer, valid Company Letter of Good Standing (Department of Labour), valid PSIRA Letter of Good Standing, valid PSIRA registration certificate (company and director/s), valid Letter of Good Standing from the National Bargaining Council for the Private Security Sector, and valid ICASA radio license (or lease agreement). Failure to meet any disqualifies the bid. (2) Functionality Evaluation: Minimum 70% score required to proceed. Criteria include: (A) Record of previous experience (25% weight, 4-point scale: 0% = no submission, 33.3% = 1-2 references, 66.7% = 3-4 references, 100% = 5-6 references, all with ≥3 years contract period). (B) Human Resource Capacity (weighted, based on CVs/certificates). (3) Preference Point System: 80/20 or 90/10 system (80/90 points for price, 10/20 for B-BBEE). B-BBEE points awarded per status level (Level 1: 10/20, Level 2: 9/18, Level 3: 6/14, etc.). Non-compliant bidders score 0. Final score: PT = Ps (price points) + PP (B-BBEE points). Rand Water reserves the right to award to the second-ranking bidder for fair distribution. Pricing must align with BOQ per region; rates are fixed and binding. Quantities are indicative and may vary during implementation.

Scope: Provision of physical security services at Rand Water sites (including areas where Rand Water provides services) for 5 years. Contract divided into 5 regions (North, East, West, Central, South), each evaluated separately for functionality and pricing. Bidders must: (1) Respond to mandatory requirements. (2) Identify regions they wish to bid for. (3) Provide functionality responses per identified region. (4) Submit pricing schedules per region. Deliverables include: guarding services, dog handlers, supervisory requirements, shift structures, and additional security resources per region. Specifications per region include site descriptions, guard grades, and operational needs. Quantities in BOQ are indicative and may vary during implementation.

Pricing must comply with BOQ per region. Submit rates and totals for each line item; ensure pricing is complete, consistent, and mathematically correct. Rates are fixed and binding, subject to contractual adjustments. Pricing must: comply with minimum wage requirements, include all statutory contributions, and reflect full cost of lawful employment. Successful bidder must secure R10 million Public Liability Insurance within 14 days of award and provide proof (certificate or insurer confirmation). Payment based on actual services rendered using submitted rates. Alternative bids allowed only if main bid is submitted and meets all requirements; alternative bid pricing may not exceed main bid.

Central Supplier Database (CSD) registration required (Supplier Tax Compliance Status PIN). VAT registration number must be provided. Joint ventures/consortia must comply collectively and submit proof for all members.
