Evaluation follows a 3-stage process: (1) Administrative Compliance: Mandatory submission of SBD1 (Invitation to Bid), SBD3 (Pricing Schedule), SBD4 (Bidder’s Disclosure), and SBD6.1 (Preference Points Claim Form). (2) Mandatory Requirements: Proof of CIDB Grade 2 GB or above. (3) Price and Specific Goals: 80 points for price (lowest bid scores highest), 20 points for B-BBEE (submit active certificate or sworn affidavit for EMEs/QSEs). Total maximum points: 100. Disputes on quality standards will be referred to arbitration.

Scope: Supply and provision of office building repairs and maintenance for Cape Town Harbour, Cowrie Place. Deliverables include: roof repairs and waterproofing (350m²), wall crack repairs and painting (150m²), door/locker repairs, glass door lock systems, hydraulic door closers, glass door installation, gate motor replacements, ceiling panel/ cornice installation, floor tile repairs, blind replacements, toilet/unblocking services, geyser/hydro-boiler replacements, fire extinguisher/alarm servicing, electrical servicing, LED lighting installation, air-conditioner maintenance, generator servicing, parking garage door repairs, and waste removal. Compliance: Must adhere to national building regulations, OHS standards, and environmental by-laws. Electrical COC required. Warranty: 24-month post-completion support. Class of Work: General Building (GB). Project timeline: Maximum 3 months from contract award.

Pricing must be firm (no exchange rate variations). Submit SBD3.1 Pricing Schedule with fixed prices in ZAR (VAT inclusive). Offer validity: 120 days from closing date. Payment terms: Within 30 days of approved invoice, against key deliverables. Disbursements capped at 10% of total payment (requires original receipts). All delivery costs must be included in bid price. Remuneration: Fixed price, inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL).

Mandatory: CIDB Grade 2 GB or above. Tax Compliance: Submit TCS PIN (via SARS e-Filing) or CSD number if no TCS PIN. VAT registration number required. B-BBEE: Submit active B-BBEE certificate or sworn affidavit (EMEs/QSEs) to qualify for preference points. Foreign suppliers: Must complete questionnaire if not RSA-based. Consortia/JVs: Each party must submit separate TCS/CSD documentation. No bids accepted from state employees or entities with state-employed directors/members. SBD4 (Bidder’s Disclosure) must be completed in full.
