Submit sealed bids to Bid Box No. "A" at Maluti-a-Phofung Municipality, Setsing Business Centre, C/O Moremoholo & Motloung streets, Phuthaditjhaba, 9870 by 18 June 2026 at 10h00. Bids must be clearly marked: "PROCUREMENT OF A SERVICE PROVIDER WHO WILL ASSIST THE MUNICIPALITY ON THE REPAIR AND REFURBISHMENT OF TSHIAME WASTEWATER TREATMENT PLANT FOR THE PERIOD OF THREE (03) YEARS (SCM/BID33/2025/2026)".

Required Actions:

Withdrawal/Changes:

Disqualification Risks:

Pricing:

• All unit rates/lump sums must exclude VAT. VAT is added in the Summary of Schedule of Quantities.
• "Rate only" items must be priced but excluded from totals. Justify or rectify inappropriate rates if requested.

General:

• Tenders must be valid for 90 days. Municipality reserves the right to reject any bid, including the lowest.

Disqualification Criteria:

• Bids from persons in the service of the state or their close associates (directors, managers, shareholders) will be rejected.
• Bidders listed on the Register of Tender Defaulters or National Treasury’s Database of Restricted Suppliers will be disqualified.
• Outstanding municipal debts (>3 months in arrears) or unsatisfactory performance on previous state contracts (last 5 years) will disqualify the bidder.
• Bidders who have abused the municipality’s Supply Chain Management System will be disqualified.

Scope: Repair and refurbishment of Tshiame Wastewater Treatment Works over a 3-year period.

Deliverables:

• Complete all works as per Schedule of Quantities (C2.1), drawings, and specifications (Annexures A-E).
• Comply with standardized/particular specifications (Annexure B), Occupational Health and Safety (Annexure C), and EPWP guidelines (Annexure D).

Capacity Requirements:

• CIDB grading of 8CE or higher.
• Submit Schedule of Plant Available (T2.2.2) and Staffing Profile (T2.2.8).
• Time of completion to be determined by the bidder, accounting for all influencing factors (e.g., special non-working days, year-end break).

Site Requirements:

Additional Requirements:

• Appoint a Community Liaison Officer (CLO) for the project duration, identified by Maluti-a-Phofung Municipality.
• All general labor and subcontractors must be locally based within Maluti-a-Phofung Municipal Area.
