Evaluation occurs in 4 stages: Stage 1 (Administrative Compliance): Bidder must be registered on CSD, submit valid TCS PIN or CSD number, complete all SBD forms, and not be a state employee or associated entity. Stage 2 (Mandatory/Non-Negotiable Requirements): Must submit SBD 1 (signed), JV/Consortium agreement (if applicable), proof of compulsory briefing attendance, SACAA licenses (Part 127 & 138 for helicopters; Part 135/138 for fixed-wing), aircraft <20 years old, pilot with 1000+ flying hours, HPCSA-registered medical crew, prior aeromedical experience, and comprehensive insurance. Stage 3 (Price and Specific Goals): 90/10 preference point system (90 for price, 10 for B-BBEE). Price scored using formula: Ps=90(1-(Pt-Pmin)/Pmin). Specific Goals (10 points) include HDI ownership (race, women, disability, youth), military veterans, and locality. Stage 4 (In-Loco Inspection): Bid Evaluation Committee validates submitted information. Failure to meet mandatory requirements invalidates the bid.

Scope: Provision of 3 helicopters and 1 fixed-wing air ambulance (adhoc) for 36 months, based in KuGompo, Gqeberha, and Mthatha. Helicopters: Must be SACAA-registered (Part 127 & 138 with G7 endorsement), <20 years old, available 7 days/week (daylight only), with dedicated on-site pilots (1000+ flying hours). Must accommodate 1-2 patients (e.g., mother and child), 2 medical attendants, and equipment (oxygen, ventilator, ECG, IV hooks, etc.). Mobilization time: 10 minutes. Must support longline rescue and EMS radio communication. Medical crew: Senior (ECP/Doctor with ACLS/ATLS/PALS, HPCSA-registered) and Junior (ILS/ECT/ECA/ALS, HPCSA-registered). Provider supplies all ICU-level medical equipment. Fixed Wing: Pressurized aircraft, Part 135 & 138 licensed, pilot with 1000+ PIC hours, accommodates 2 medical personnel, 1 stretcher patient, and 1 escort. Must include bed-to-bed transfer, ground transport, and medical equipment (oxygen, suction, ventilator). Both aircraft types require comprehensive insurance (crew, passengers, patients). Provider must facilitate EMS staff training in aircraft operations per SACAA requirements.

Submit pricing on SBD 3.2 (Pricing Schedule), inclusive of VAT. Prices are fixed for Year 1; Years 2-3 subject to CPI-based negotiation. Payment terms per GCC. Financial standing proof required (Schedule H). Successful bidder must provide performance security within 30 days of award (bank guarantee, irrevocable letter of credit, or cashier’s cheque). Contractor indemnifies the State against loss/damage claims. Payment disputes may withhold disputed amounts until resolution.

Tax Compliance: Submit TCS PIN (via SARS e-Filing) or CSD number if no TCS PIN. Foreign suppliers not resident in RSA may be exempt if they meet 'No' criteria for residency, branch, or permanent establishment. VAT registration required. B-BBEE: Proof of status for Specific Goals (10 points). Submit CIPC certificate (ownership) or CSD report, plus supporting documents (e.g., medical certificates for disability, municipal accounts for locality, Military Veterans letter). Consortia/JVs: Each member must submit separate TCS/CSD proof. No bids accepted from state employees or entities with state-employed directors/members. CSD registration mandatory. All SBD forms must be completed. Declaration of Interest (SBD 4) required. Preference Points Claim Forms (SBD 6.1) must be submitted to score B-BBEE points.
