Evaluation occurs in three stages: 1) Administrative Compliance: Checklist includes completed and signed SBD1, SBD3.1, SBD4, SBD6.1, latest CSD report, and a bank confirmation letter (not older than 3 months). 2) Non-Negotiable Requirements: Must submit a signed manufacturer letter (on letterhead) confirming accreditation for Becton Dickinson (BD) in South Africa; all infusion pumps and syringe drivers must have a 2-year warranty; alternatives must be compatible with existing giving sets; indicate remaining service life of existing equipment; include supply, delivery, installation, commissioning, demonstration, and training in the offer; must have capacity to supply all requested items. 3) Price & Specific Goals: 80 points for price (lowest acceptable tender scores highest), 20 points for Specific Goals. Specific Goals include Historically Disadvantaged Individuals Ownership (20%), Women Ownership (10%), Youth Ownership (10%), Disability Ownership (10%), Military Veterans Ownership (10%), Locality Ownership (30%). Submit proof (e.g., CIPC certificates, medical proof, veteran status, municipal account/lease agreement) for claimed points. Failure to submit proof forfeits Specific Goals points. The 80/20 preference point system applies.

Scope: Supply, deliver, install, commission, demonstrate, and provide end-user training for Becton Dickinson (BD) infusion pumps, syringe drivers, and associated accessories on a rates-based contract at Frere Hospital for 24 months or up to R1 million, whichever comes first. Equipment must be manufacturer-specific (BD) or compatible with existing giving sets. All infusion pumps and syringe drivers must carry a 2-year warranty. Bidders must indicate the estimated remaining service life of existing equipment in the pricing schedule. Standardisation with existing BD equipment is preferred. Contract may be cancelled if a Provincial or National contract is awarded. Orders are subject to budget availability.

Bidder must declare capacity to supply, deliver, and provide end-user training for BD infusion pumps, syringe drivers, and accessories. Must submit a signed letter from the registered manufacturer (on letterhead) confirming the bidder as the official, accredited, and certified vendor for BD in South Africa. Must have the capability to cost and supply all requested items in the pricing schedule. Failure to meet these requirements will result in disqualification.

Goods must conform to standards specified in bidding documents. Pre-bidding testing costs are the bidder’s responsibility. Premises must be open for inspection by the Department at reasonable hours if required. Inspection costs are covered by the purchaser if supplies comply; otherwise, the supplier bears the cost. Non-compliant supplies may be rejected and must be replaced at the supplier’s expense. Packing must prevent damage during transit and withstand rough handling, extreme temperatures, and open storage. Packing, marking, and documentation must comply with contract requirements.

Submit a detailed pricing schedule on company letterhead. Include model/ICN number, unit price (including VAT), and remaining product lifespan for each item. Example items: Infusion Pump Alaris GP, Syringe Driver Alaris PK, Syringe Driver Alaris CC, Alaris GP Infusion Sets, Alaris Extension Sets, Alaris GP Blood Sets. All prices must be firm and include all applicable taxes. Delivery costs must be included. Validity period: 120 days from closing date. Note: Prices are for evaluation purposes only.

Submit firm prices only (non-firm prices, including those subject to exchange rate fluctuations, will not be considered). Pricing must be in Rand, including all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Complete the pricing schedule (SBD3.1) on company letterhead with unit prices, model numbers, and remaining product lifespan. All delivery costs must be included in the bid price. Payment terms: Within 30 days of invoice receipt, accompanied by a delivery note. Contract value will not exceed R1 million or the 24-month period. Quotation validity: 120 days from closing date.

Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN (via SARS e-Filing) or CSD number. If no TCS PIN is available but the bidder is registered on CSD, provide the CSD number. Each party in a consortium/joint venture must submit a separate TCS certificate/PIN/CSD number. VAT registration number required. No bids accepted from persons in the service of the state or entities with directors/members in state service. B-BBEE: Submit proof for Specific Goals points claimed (e.g., CIPC certificates for HDI, Women, Youth, Disability, Military Veterans Ownership; municipal account/lease for Locality Ownership; updated CSD report). Declaration of Interest (SBD4) must be completed. Foreign suppliers: If not resident in RSA and have no branch/permanent establishment/source of income/tax liability in RSA, TCS PIN registration is not required.

B-BBEE Specific Goals points (20% of total) are allocated as follows: Historically Disadvantaged Individuals Ownership (20% of Specific Goals = 4 points), Women Ownership (10% = 2 points), Youth Ownership (10% = 2 points), Disability Ownership (10% = 2 points), Military Veterans Ownership (10% = 2 points), Locality Ownership (30% = 6 points). Submit proof for each claimed category: CIPC certificate with ID for HDI/Women/Youth/Disability; CIPC certificate with valid medical proof for Disability; CIPC certificate with veteran status proof for Military Veterans; municipal account or valid lease agreement for Locality Ownership; updated CSD report. Points are forfeited if proof is not submitted.

Contract governed by General Conditions of Contract (GCC) and Special Conditions of Contract (SCC). Key terms: Contract duration is 24 months or up to R1 million, whichever comes first. Supply and delivery commence only after issuance of an official Purchase Order. Work/deliveries must only start once an official Works Order is issued. Claims are valid only if work/deliveries are completed. Contract may be cancelled if a long-term Provincial/National contract is awarded. Budget availability influences contract operation. Suppliers must comply with specifications throughout the engagement. Payment within 30 days of invoice receipt. Prices are firm and include all applicable taxes. Contract may be terminated for default, insolvency, or force majeure. Penalties apply for delays (prime interest rate per day). Disputes resolved via mediation or South African courts. Contract language: English. Applicable law: South African.

Contract will not exceed R1 million or the 24-month period. If the contract period expires with a remaining balance, the supplier is not entitled to any outstanding monies. Frere Hospital reserves the right to award or not award the RFQ, in part or whole. Contract may be cancelled immediately if a long-term Provincial or National contract is established. Orders are subject to budget availability. Suppliers must comply with specifications/requirements throughout the engagement.
