Submit all RFQ response documents via the CSD or e-Tender Portal only. Emailed or faxed documents will not be accepted. Late submissions will be disqualified. Use only the official forms provided (SBD1, SBD3.1, SBD4, SBD6.1) and do not re-type them. Ensure all required documents are signed and completed in full.

Evaluation occurs in three stages: (1) Administrative compliance: Checklist includes SBD1, SBD3.1, SBD4, SBD6.1, latest CSD report, and a bank letter confirming banking details (not older than 3 months). (2) Non-negotiable requirements: Must complete pricing schedule, provide proof of compulsory briefing attendance, submit 3 reference letters proving ICT/telecommunications networking and cabling experience, and ensure price validity for 120 days. Failure to comply with any non-negotiable results in disqualification. (3) Price (80 points) and Specific Goals (20 points): Total 100 points. Price is scored using the 80/20 preference point system formula. Specific Goals include HDI Ownership (4 points), Women Ownership (4 points), Youth Ownership (2 points), Disability Ownership (2 points), Military Veterans Ownership (2 points), and Locality Ownership (6 points). Supporting documents (e.g., CIPRO certificates, municipal accounts) are required to claim points.

Scope: Supply, delivery, and installation of indoor telephone cables at Frere Hospital. Items include: 16 Krone Disconnect Modules, 3 Back Frames for Krone Disconnect Modules, 3 installation of distribution boards, installation of cables (testing, labelling per cable run), indoor telephone cables (50-pairs and 30-pairs, estimated length ±300m each, final measurement confirmed at site briefing), and installation of a Distribution Cabinet with all relevant components (size, make, and components determined at site visit). All routing components are included in fixed pricing. A compulsory site visit is required, and the attendance register must be signed and submitted with the quote.

All pre-bidding testing costs are the bidder’s responsibility. If inspections are required during production, execution, or completion, the bidder’s premises must be open for inspection by the Department or its representatives at reasonable hours. If inspections are not initially required but are later deemed necessary, the purchaser will arrange and cover the costs. If supplies or services fail inspections, the supplier bears the cost of re-inspection and must replace non-compliant items at their own expense.

Prices must remain valid for 120 days from the closing date. Items to price: Krone Disconnect Modules (16 units), Back Frames for Krone Disconnect Modules (3 units), installation of distribution boards (3 units), installation of cables (testing and labelling per cable run), indoor telephone cables (50-pairs and 30-pairs, estimated ±300m each), and installation of Distribution Cabinet (3 units, specifications determined at site visit).

Submit a completed and signed Pricing Schedule (SBD3.1) with firm prices only (non-firm prices will not be considered). Prices must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) and delivery costs to the prescribed destination. Prices must remain valid for 120 days from the closing date. Provide a bank letter confirming banking details (not older than 3 months). All pricing must be in South African Rand (ZAR).

Must be registered on the Central Supplier Database (CSD) or have a valid Tax Compliance Status (TCS) PIN from SARS. Foreign suppliers with no RSA ties (no residency, branch, permanent establishment, income source, or tax liability) are exempt from TCS PIN requirements. Consortia/joint ventures/sub-contractors must each submit separate TCS certificates, PINs, or CSD numbers. No bids will be considered from persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state. Submit a Declaration of Interest (SBD4) and Certificate of Independent Bid Determination. B-BBEE: Points are awarded for ownership by Historically Disadvantaged Individuals (HDI), women, youth, disability, military veterans, or locality (Eastern Cape). Proof of ownership (CIPRO certificates) and supporting documents (e.g., municipal accounts for locality) are required to claim points.

Contract terms are governed by the General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC). Key terms: Payment within 30 days of invoice submission with delivery note. Prices are fixed and include all taxes and delivery costs. Performance security (bank guarantee or cashier’s cheque) must be provided within 30 days of contract award. Warranty: 12 months post-delivery or 18 months post-shipment. Inspections and tests may be conducted at the supplier’s premises or post-delivery. Non-compliance may result in penalties, contract termination, or legal action. Force majeure events excuse performance delays. Disputes are resolved via mediation or South African courts. Contracts are subject to South African law.
