Phase One elimination criteria: bid document not in original format; late, incomplete, unsigned, or electronically submitted bids; no ECSA-registered director (Civil/Structural); incomplete or unsigned SBD 1, SBD 4, or Compulsory Enterprise Questionnaire; multiple offers per bidder; no value on Form of Offer. Phase Two scoring: 80 points for price (lowest acceptable tender = Pmin; formula: Ps = 80(1 - (Pt - Pmin)/Pmin)), 20 points for specific goals (SBD 6.1 required to claim). Total: 100 points. Non-eliminating conditions: CSD registration, tax compliance, no tender defaulter status, no conflicts of interest, market-related pricing, and risk assessment for highest scorer.

Scope: Professional civil and structural engineering services for the construction of new Middleburg Service Offices. Contract based on CIDB Professional Services Contract (Third edition, 2009). Requirements: suitable experience and qualified personnel for similar services; at least one company director must be registered with ECSA as Professional Engineer/Technologist (Civil/Structural); submit project team details, CVs, ECSA registration proof, and records of past/current projects (minimum 3 references per discipline). Preferred tenderer must provide an approved insurer undertaking for Professional Indemnity Policy within 21 days of appointment.

Pricing must be in South African Rand (ZAR). VAT vendors must include VAT at 15% and explicitly state the VAT amount; non-VAT vendors including VAT must register within 14 days of appointment. The amount on the Form of Offer and Acceptance takes precedence over all other totals. All trades in the pricing schedule must be priced (except provisional sums/allowances). The department may negotiate non-market-related offers; bidders cannot increase offers during negotiation.
