Submit bids in a sealed envelope marked with the project number (SCMU8-26/27-0080) and description to the tender box at Office No 45, First Floor, Indwe Building, Bhisho, 5605 by 11:00 on 22 June 2026. Late, electronic, telegraphic, or facsimile bids will not be accepted. All returnable documents must be completed in black ink, signed in full, and witnessed where required. Required forms: ECBD1 (Invitation to Bid), SBD4 (Bidder’s Disclosure), Pricing Schedule, Certificate of Authority for Signatory, Schedule of Work Carried Out, Equity Ownership Declaration, and all SBD forms. No correction fluid is allowed; changes must be lined through and initialed. Joint ventures must submit a signed Joint Venture Agreement or Intention to Form. Failure to submit all required documents or adhere to specifications will result in disqualification. Bids must remain valid for 90 days after closing. Supplier Arrangement Form required if bidder is a general dealer.

Two-stage evaluation process. Stage 1: Administrative and technical compliance. Mandatory: All standard bid documents (ECBD1, SBD4, Pricing Schedule, Certificate of Authority, Schedule of Work, Equity Ownership Declaration, SBD forms) must be completed, signed, and witnessed. Joint ventures must submit a signed agreement. Non-compliant bids are disqualified. Stage 2: Price (80 points) and Specific Goals (20 points). Price evaluation uses the 80/20 preference point system per PPPFA Regulations 2022. Specific Goals: EME/QSE with ≥51% Black ownership (5 points), Eastern Cape-based (2 points), EME/QSE with ≥51% women ownership (7 points), EME/QSE with ≥51% youth (≤35 years) ownership (4 points), EME/QSE with ≥51% disability ownership (2 points). Technical Evaluation (100 points, minimum 70% required to advance): Experience (50 points: 6 projects = 50, 4 projects = 30, 2 projects = 10), Logistics (30 points: own transport = 30, lease agreement = 15), Locality (20 points: Eastern Cape = 20, South Africa = 10). Means of verification for preference points: ID copy, CIPC registration, CSD report (ownership must match), disability (medical certificate/SASSA confirmation), locality (municipal rates/lease agreement/municipal letter <3 months old).

Pricing must be in Rand, inclusive of all applicable taxes (except VAT, which must be shown separately). Rates and prices must be fixed for the contract duration. Payment is made after full delivery according to specifications. Bid amount must be stated in the Pricing Schedule. Bidders must hold their offer valid for 90 days post-closing. No payment for goods/services without written confirmation from the Department of Agriculture. Supplier must be financially sound to deliver immediately (within 7 days of order).

Mandatory: CSD and LOGIS registration before closing date (bids from unregistered suppliers will not be awarded). Tax compliance status and company directors will be verified on CSD; hard copies of Tax Clearance Certificates are not required. Bidders must provide a Tax Compliance Status (TCS) PIN or CSD number. Joint ventures must submit a signed Joint Venture Agreement or Intention to Form.
