Mandatory compliance: Registered on Central Supplier Database (CSD) with number provided. CIDB registration (1SF or higher class for construction-related work). Valid Tax Compliance Status (TCS PIN) from SARS or CSD number. Valid B-BBEE Certificate (original or certified copy). No arrears on municipal rates/taxes (MBD 15). Not listed on Register for Tender Defaulters or restricted from public sector business. Exclusions: Bidders in the service of the state. Bids submitted late, unmarked, or via non-physical means. Bids without required certifications or declarations. Bids failing minimum functionality/quality scoring. Scoring: 80 points for price (lower price scores higher). 10 points for B-BBEE status (Level 1 = 10, Level 2 = 9, ..., Level 8 = 2). 10 points for locality (Prince Albert Municipality = 10, Western Cape = 8, other provinces = 2-6). Bids must meet minimum functionality/quality score to proceed to price and preference evaluation.

Scope: Supply, delivery, maintenance, and servicing of fire equipment for a 3-year contract period. Standards: Goods must conform to standards specified in tender documents. Packing: Must prevent damage/deterioration during transit and storage; comply with marking and documentation requirements. Delivery: Must meet contract terms; shipping documents as specified. Incidental services: May include on-site assembly, commissioning, tools, maintenance/repair manuals, training, and maintenance for agreed periods. Warranty: 12 months post-delivery or 18 months post-shipment (whichever earlier) for defects in design, materials, or workmanship. Spare parts: Must provide notifications if production terminates; furnish blueprints/drawings at no cost if requested. Inspection/testing: Supplier’s premises open for inspection; non-compliant goods may be rejected at supplier’s cost and risk. Replacement: Supplier must replace defective goods or parts without cost to purchaser.

Pricing: Submit completed MBD 3.1 (Pricing Schedule) with total bid price (incl. VAT). Payment terms: Invoices must include delivery note copy; payments within 30 days of submission. Performance security: Required within 30 days of contract award (e.g., bank guarantee, irrevocable letter of credit, or cashier’s cheque). Discharged 30 days post-completion of obligations, including warranty. Prices must not vary from bid unless authorized or due to bid validity extension. Penalties: Late delivery incurs prime interest rate per day until delivery. Variation orders: Allowed for changes up to 15% of original contract value. Insurance: Goods must be fully insured against loss/damage during manufacture, transport, storage, and delivery. Payment currency: South African Rand unless otherwise stipulated.

Mandatory: CSD registration (number must be provided). Tax Compliance: Submit valid Tax Clearance Certificate (TCS Pin) or CSD number; foreign suppliers must complete pre-award questionnaire (Part B:3). B-BBEE: Valid original or certified copy of B-BBEE certificate required (MBD 6.1). CIDB: Must be registered with CIDB in a grading equal to or higher than the tender value or as per Regulation 25(1B) or 25(7A). Municipal accounts: Submit MBD 15 (Certificate of Payment of Municipal Services) with certified copies of municipal accounts for all members/directors/partners. Joint ventures: Submit Joint Venture Agreement with percentage contributions and MBD forms for each partner. Authority to Sign: Certified copy of resolution for companies/CCs; signed authorization for partnerships/consortia. Exclusions: No bids accepted from state employees or persons in service of the state as defined in Municipal SCM Regulations.
