Evaluation is two-stage: functionality (minimum 60/100 per category) and price. Functionality criteria: Category 1 (Canines) - Experience (years supplying service canines, max 30 points), Deployment (number of canines deployed, max 30 points), Staff Qualifications (SASSETA-accredited dog handlers, max 20 points), Staff Experience (average years of experience, max 20 points). Category 2 (Horses) - Experience (years supplying horses, max 30 points), Deployment (number of horses supplied, max 30 points), Membership (years as member of Friesian Horse Breeders Society of SA, max 40 points). Mandatory requirements: Category 1 requires valid PAPA licence and PSIRA registration (both in tendering entity’s name). Category 2 has no mandatory technical specs. Tenderers must comply with all Conditions of Tender, SCM Policy, and not be restricted/conflicted (e.g., tax compliance, Competition Act, no CCT advisory role). Only responsive tenders (meeting all mandatory and functionality thresholds) are considered. Award methodology: 1 winner + 2 alternatives per category, with work allocated on a winner-takes-all basis. Alternative tenders are only considered if the main tender is the highest-ranked.

Supply and delivery of service animals (canines and horses) to the Safety and Security Directorate for a 36-month contract. Category 1 (Canines): Must provide valid PAPA (Performing Animals Protection Act) licence and PSIRA registration, both in the tendering entity’s name. Must demonstrate experience in supplying service canines to Safety/Security or Policing sectors, with proof of deployments and SASSETA-accredited dog handlers (DH4/DH5). Category 2 (Horses): No mandatory technical specs, but must demonstrate experience in supplying horses to private/sporting industries, with proof of deployments. Membership in the Friesian Horse Breeders Society of SA is scored. Tenderers may bid for one or both categories. All goods must meet specifications in Section C.5. Equivalent products to referenced brands are acceptable. Joint ventures must specify work allocation per party.

Submit a completed Price Schedule (C.4) with all items priced for the category(ies) tendered for. Pricing must be in ZAR, inclusive of VAT where applicable. Required financial documents: Pro forma Performance Security/Guarantee (Annexure C), Pro forma Advance Payment Guarantee (Annexure D) if applicable. Tender validity period: 120 days post-closing (extendable to 12 months + 6 months by mutual agreement). No payment for tender preparation costs. For transactions exceeding R10 million: audited annual financial statements (past 3 years) may be required. Pricing must remain competitive and fixed for the validity period.

Mandatory registrations: City of Cape Town Supplier Database (register at Supplier Management Unit or www.capetown.gov.za) and National Treasury Central Supplier Database (CSD) via https://secure.csd.gov.za. Tax Compliance: Valid SARS Tax Compliance Status PIN (submitted with Details of Tenderer). Each Joint Venture/Consortium party must submit a separate PIN. B-BBEE: Valid B-BBEE certificate (or sworn affidavit for EMEs). Additional mandatory documents: CIPC registration, Declaration of Interest (State Employees - Schedule F.5), Conflict of Interest Declaration (Schedule F.6), Declaration of Past SCM Practices (Schedule F.7), Certificate of Independent Bid Determination (Schedule F.9), Authorisation for Deduction of Outstanding Amounts Owed to CCT (Schedule F.8). Joint Ventures must submit formation documents and specify work allocation per party. All documents must be completed, signed, and submitted with the tender.
