Required documents: SARS Tax Clearance Certificate (or proof of application), CSD report, B-BBEE Certificate, CIPC Company registration, and SBD 4 Declaration of Interest. Evaluation occurs in three phases: 1) Critical Criteria (Pass/Fail): Tug must meet SAAT operational capacity and safety requirements; bidder must deliver within the required timeframe; bidder must be a legally registered company with proven experience in aircraft ground support equipment (tugs). 2) Functional Criteria (70% minimum threshold to pass): Technical suitability and compatibility with SAAT fleet (30%), Maintenance support and replacement capability (25%), Cost competitiveness and commercial terms (25%), Supplier experience and past performance (10%), Response time and operational support (10%). 3) Price and BBBEE Evaluation (100 points total): Price (80 points) + Specific Goals (20 points). Specific Goals: Black ownership (100% = 10 points, 75-99% = 8, 60-74% = 6, 50-51% = 3, <50% = 0), Persons with disabilities ownership (100% = 5, 75-99% = 4, 60-74% = 3, 51-59% = 1, <50% = 0), Woman ownership (100% = 5, 75-99% = 3, 60-74% = 2, 50-51% = 1, <50% = 0). Preference points system: 80/20 for values up to R4M, 90/10 for values above R4M.

Provide one serviceable large aircraft towing tug suitable for Widebody aircraft operations (e.g., A340 & A330 fleet). Requirements: Tug must be airside compliant, certified, and fit for continuous operational use in a commercial aviation environment. Lease period: 12 months, with an option for early termination if SAAT-owned equipment becomes serviceable. Delivery and operation location: SAAT Main Base, Johannesburg, and O.R. Tambo International Airport. Lessor responsibilities: Maintenance, servicing, and repairs of the leased tug for the duration of the lease. Additional requirements: Provision of breakdown support and replacement equipment within an agreed response time to avoid operational disruption. Full compliance with all SAA/SAAT safety, regulatory, and airside operational requirements.

Submit a detailed pricing breakdown in Excel format. Final payment terms will be negotiated with the successful bidder before award. The quoted price must be the bidder’s best price and will be evaluated alongside other criteria. SAAT reserves the right to adjust arithmetical errors in the quotation and will notify the bidder accordingly.

Mandatory documents: Valid SARS Tax Clearance Certificate (or proof of application), CSD report, Valid B-BBEE Certificate (or Affidavit), Valid CIPC Company registration, and SBD 4 Declaration of Interest. Bidder must be a legally registered company with proven experience in operating aircraft ground support equipment (tugs). Compliance with Preferential Procurement Policy Framework Act Regulations of 2017 is required. Bidders will be disqualified if they attempt to solicit or canvass information from SAAT employees or agents during the bidding process.
