Bids must include: signed MBD7 Contract Form, completed pricing schedule (Section C), and all mandatory declarations (Sections D, E, G, H, I, J). Evaluation stages: Administrative Compliance, Mandatory Requirements, Functionality, Price and Preference Points. Preference points system: 90/10 (80 points for price, 20 for specific goals). Specific goals: 10 points for companies owned by youth (verified via CSD), 10 points for businesses within uMngeni District Municipality (proof: utility bill, lease agreement, or Proof of Residence with sworn affidavit matching CIPC profile). Bidders must submit proof for preference points claimed. Failure to submit required proof results in zero points for specific goals. Bidders must not be in the service of the state, listed on National Treasury’s Database of Restricted Suppliers, or Register for Tender Defaulters. No convictions for fraud or corruption in the past 5 years. No outstanding municipal rates/taxes in arrears for >90 days for the bidder or directors.

Scope: Appointment of a service provider to facilitate, supply, and deliver equipment for SMMEs. Deliverables and specifications are detailed in Section M (Terms of Reference) of the tender document. Bidders must adhere to the attached specifications and ensure all equipment meets the standards outlined in the bidding documents. Offer must be valid for 120 days from the closing date.

Submit a completed Pricing Schedule (Section C - MBD 3.1). Pricing must be in RSA currency, inclusive of all applicable taxes (VAT at 15%). Grand total must be provided in both numerical and written form. Payment terms: within 30 days after receipt of invoice. Performance security may be required within 30 days of contract award (form and amount specified in Special Conditions of Contract).

Tax Compliance: Submit TCS PIN or CSD number (or proof of application via e-filing). Foreign suppliers must complete the pre-award questionnaire (Part B:3). Consortia/joint ventures must provide separate TCS/CSD for each party. Municipal Rates and Services: Submit proof of up-to-date municipal accounts (rates, taxes, services) for the company and all directors. Acceptable proof: current municipal statement (not older than 90 days), lease agreement with landlord certification, Rate Clearance Certificate, or SAPS-commissioned affidavit if not liable for rates. B-BBEE: Submit preference points claim form (Section E - MBD 6.1) with supporting documents for specific goals (Youth ownership, local business). Declaration of Interest (Section D - MBD 4) and Past SCM Practices (Section G - MBD 8) must be completed. Certificate of Independent Bid Determination (Section H - MBD 9) is mandatory. Authority to Sign (Section J) with resolution letter must be included. No bids accepted from persons in the service of the state.
