Evaluation occurs in three stages: 1) Pre-Qualification and Compliance: Bidders must satisfy all pre-qualifiers (e.g., completed SBD forms, valid Tax Compliance Status PIN, CSD registration, B-BBEE certificate, and municipal rates clearance). Non-compliance results in immediate disqualification. 2) Functionality/Technical Evaluation: Minimum qualifying threshold is 70 points. Criteria and weights: Relevant Company Experience (20 points), Approach and Methodology (25 points), Key Personnel Qualifications and Experience (30 points), Project Management and Delivery Plan (15 points), Local Participation and Knowledge Transfer (10 points). Sub-criteria include demonstrated experience in bulk water master planning, technical approach soundness, key personnel qualifications (e.g., Pr.Eng/Pr.TechEng registration), and feasibility of project schedule. 3) Price and B-BBEE Scoring: Bidders meeting the 70-point threshold proceed to 80/20 or 90/10 preference point system (80/90 points for price, 20/10 points for B-BBEE goals). Vaal Central Water reserves the right not to award to the highest scorer.

Scope: Develop a Bulk Infrastructure Masterplan (2025–2055) for Vaal Central Water Board. Key tasks: 1) Data Collection and Review: Compile existing data, reports, asset registers (GRAP), Blue Drop certification documents, and previous masterplans. 2) Demand and Supply Analysis: Forecast water demand (population, industrial, agricultural) to 2050; assess resources, supply capacity, deficits, and conservation strategies. 3) Infrastructure Assessment: Evaluate condition, performance, and capacity of bulk infrastructure; identify bottlenecks, risks, and maintenance backlogs; recommend interventions. 4) System Modelling and Planning: Develop hydraulic/water balance models; simulate scenarios (drought, climate change); determine optimal configurations. 5) GIS and Spatial Data Management: Collect/consolidate GIS datasets, verify/ground-truth data, develop centralised GIS geodatabase (ESRI/QGIS compatible), perform spatial analysis, integrate with hydraulic modelling (EPANET, WaterGEMS), produce maps, and create interactive Web GIS/dashboard. 6) Environmental & Regulatory Compliance: Assist with Blue Drop compliance and environmental requirements. 7) Project Identification and Prioritisation: Identify/prioritise projects (short-, medium-, long-term); define cost estimates, sequencing, and funding pathways. 8) Implementation Framework: Develop Investment and Implementation Plan, funding strategies, institutional/partnership models, and M&E framework. 9) Operation and Maintenance: Analyse current O&M regime; propose optimal O&M regime and detailed O&M Management Plan (SOPs, maintenance schedules, resource requirements, performance monitoring, risk management). 10) Offices and Residential Facilities: Assess existing facilities (offices, control rooms, workshops, housing); conduct needs analysis; provide concept-level design guidelines (space, layouts, OH&S/SANS compliance). Deliverables: Inception Report (2 months), Situational Analysis Report (2 months), GIS Deliverables (4 months), Investment Framework (2 months), Draft Masterplan Report (1 month), Final Masterplan Report (1 month). Total estimated duration: 12 months. Team requirements: Multidisciplinary expertise in water/civil engineering, water resource management, environmental/climate planning, infrastructure economics, GIS/modelling, institutional/policy development, stakeholder engagement, built environment/facilities planning.

Price Proposal must be completed in full. Bidder must clearly indicate where no cost will be charged; blank spaces on the bill of quantities will be deemed as no charge. Evaluation uses 80/20 or 90/10 preference point system (price vs. B-BBEE goals).
