Evaluation method: Functionality (70% minimum threshold), financial offer, and preference points (80/20 system: 80 points for price, 20 points for B-BBEE). Tenderers must satisfy all eligibility criteria: CIDB 2EB or higher (or joint venture meeting combined grading), valid Tax Clearance Certificate, COID registration, B-BBEE certificate (verified), and no restrictions on doing business with the employer. Non-responsive tenders will be rejected. Arithmetic errors may be corrected post-submission as per C.3.9.

Scope: Design, supply, and installation of a PV Solar System at Tweede Tol Campsite, Limietberg Nature Reserve. Contract governed by JBCC Minor Works Agreement (May 2018 Edition 5.2) and JBCC General Preliminaries (May 2018 Edition 6.2). Compliance required with SANS Standardized Specification for Civil and Electrical Engineering Construction. Key documents: Description of Works, Environmental Specification, Electrical Specification, Site Information, Drawings, and Bills of Quantities. Tenderers must purchase JBCC and SANS documents independently. Work must adhere to all referenced standards, specifications, and environmental requirements.

Pricing must be in Rand, fixed for the contract duration, and include all duties, taxes (excluding VAT), and levies applicable 14 days before closing. VAT must be shown separately. Submit completed Pricing Schedule in PDF and Excel format. Performance Guarantee (Pro forma) required as per Contract Data (C1.19–C1.21). Payment terms, bonds, and guarantees will align with the JBCC Minor Works Agreement. Tenderers must ensure accuracy; arithmetic errors may be corrected post-submission per C.3.9. Alternative offers must include a separate Alternative Pricing Schedule.

Mandatory: CIDB contractor grading of 2EB or higher for the class of construction work. Joint ventures permitted if all members are CIDB-registered, lead partner holds 2EB or higher, and combined grading meets tender requirements. Registration required on: Western Cape Supplier Database (helpdesk: 021 833 5361 or [email protected]) and Central Supplier Database (self-register at https://secure.csd.gov.za/). Submit: Valid Tax Clearance Certificate (SARS), Proof of CIDB Registration (attached to Returnable Schedule Form B2), COID registration and proof of good standing (disclose all Department of Labour inspections/investigations from the past 36 months via Returnable Schedule Form C1), B-BBEE status level certificate (verified by a registered agency).
