Scope: Appointment of a multi-discipline panel of consultants (5 Civil Engineering firms, 3 Environmental firms, 3 OHS Practitioners) for 3 years (2026/27 to 2028/29) to assist with engineering designs, construction supervision, monitoring, planning, contract management, and EIA applications. Contracts: Engineering professionals use Design and Construct (NEC 3) with fees per ECSA Gazette (04 Dec 2015, No. 39480). Environmental professionals use Term Service Contracts (NEC 3 Professional Contract) with fees per SACNASP guidelines. Projects must follow Labour Intensive Construction Methods. General Conditions of Contract (GCC 2015, SAICE) apply. Services include 6 stages: Inception, Concept & Viability, Design Development, Documentation, Contract Administration & Inspection, Close-Out. Deliverables per stage are mandatory (e.g., reports, drawings, cost estimates, EIA/EIM reports). Additional services: survey/setting out, testing/investigation, OHS compliance. Reimbursable services: EIA/EIM (requires independent qualified provider), travel (lump-sum basis). Project setup requires community participation, steering committee establishment, and implementation timeframes. Environmental works require NEMA compliance and authorization from DEDEA/DME. Eligible bidders: Civil Engineers, Environmentalists, and OHS Practitioners. Sole practitioners must have a professionally registered principal. Partnerships/companies must have at least 50% of partners/directors professionally registered or employ a registered sub-consultant (proof required). Services must comply with ECSA Guidelines (Gazette No. 39480, 04 Dec 2015) and GCC 2015 (SAICE). Deliverables are mandatory per project stage (Inception to Close-Out) and include reports, drawings, cost estimates, and certifications. No payment will be made without acceptable deliverables. Quality standards align with CIDB Guidelines for Professional Services, including reporting and certifications. All documents must be completed in detail and signed in black ink by an authorized representative.

Pricing must be quoted in South African Rand, inclusive of VAT, and aligned with ECSA, SACPCMP, SACNASP, or PMI fee scales. Reimbursable costs (e.g., travel, EIA/EIM) are covered on a lump-sum or progress basis per Clause 4.5(2) of ECSA Guidelines. Payment terms include valuations, payment certificates, practical completion certificates, and final accounts. Financial control reports, progressive/draft final accounts, and as-built drawings are required. No payment will be made without acceptable deliverables and reports.

B-BBEE compliance is required for preference points. Documentary proof for disability status is required to claim targeted goals. Bidders must declare any conflicts of interest or past SCM violations (MBD 8 and MBD 9 forms).

Occupational Health and Safety (OHS) compliance is required per the OHS Act (1993) and Clause 3.3.3 of ECSA Guidelines. Services include OHS supervision up to project completion. Additional OHS services: site audits (minimum twice weekly), monthly audit reports with recommendations, and adherence to COIDA. OHS Practitioners must be professionally registered. Community participation and safety plans are integral to project setup.

Environmental Impact Assessment (EIA) and Environmental Impact Management (EIM) are mandatory per NEMA Act and amendments. PSPs must appoint an independent, qualified, and registered provider for EIA/EIM tasks. Authorization from DEDEA and DME is required. Deliverables: Stage 1 (Inception Report, Consent/Approvals Schedule), Stage 2 (Preliminary/Final Application Forms, Approval Follow-Up), Stage 3 (Site Audits, Monthly Reports), Stage 4 (Close-Out Report). Environmental professionals use Term Service Contracts (NEC 3) with fees per SACNASP guidelines. Reports must be submitted to PMU Manager and Senior Manager Engineering Services.

Contract duration: 3 years (MTEF 2026/27 to 2028/29). Contracts may extend until project completion if the 3-year period lapses mid-implementation. Successful bidders must sign a written contract form (MBD7). General Conditions of Contract (GCC 2015, SAICE) apply. Engineering contracts follow Design and Construct (NEC 3); Environmental contracts follow Term Service Contracts (NEC 3 Professional Contract). WMMLM reserves the right to accept any bid in whole or part, or reject all bids. The municipality is not bound to accept the lowest bid.
