Required actions:

Disqualification risks:

Evaluation stages and scoring:

• Functionality: 100 points. Minimum 70 points required to proceed to further evaluation.
• Preference Points System: 80/20 (80 points for Price, 20 points for Specific Goals).

Specific Goals (20 points total):

• Within boundaries of Gauteng Province: 10 points.
• Youth-owned enterprises (directors/owners under 35): 5 points.
• Race: Black: 5 points.
• People with disabilities (attach proof): 5 points.

Additional requirements:

• Prices must include 15% VAT for registered VAT vendors.
• Bids must remain valid for 120 days from closing date.
• Westcol reserves the right to negotiate terms with preferred suppliers before awarding the contract.
• Lowest price does not guarantee award; evaluation includes functionality and preference points.

Scope: Supply, delivery, and off-loading of branded student bags, rulers, lanyards, and pencil cases on an as-and-when-required basis for 36 months.

Requirements:

• Goods must meet the specifications provided in the tender document.
• Goods must be free from defects due to materials and/or workmanship.
• Goods must comply with all applicable laws, standards, and regulations (e.g., Occupational Health and Safety Act).
• Goods must be fit for their intended purpose.
• Time is of the essence for delivery; supplier must adhere to agreed timelines.
• Supplier must provide training on operation/maintenance of goods if applicable.
• Supplier must provide comprehensive details on goods, including replacement/overhaul frequency and recommended spare parts.
• Supplier must inform Westcol of any deviations from approved design in writing.

Pricing:

• All bid prices must be inclusive of 15% VAT for registered VAT vendors.
• Submit a completed and signed Schedule of Pricing (as issued in the tender document).
• Prices must be firm for the validity period (120 days).
• Corrections to pricing: Cross out errors in black ink and initial all alterations. No electronic alterations allowed.

Payment and bonds:

• No specific payment terms or bonds mentioned in the document.
• Successful bidder must sign a written Contract Form (SBD 7).

Mandatory documents:

• Valid Tax Compliance Status (TCS PIN) or CSD registration (not older than 1 month). Apply via SARS e-filing (www.sars.gov.za) or provide CSD number.
• Central Supplier Database (CSD) registration (www.csd.gov.za). Must be active and not older than 1 month.
• Certified ID copies of directors/members (not older than 3 months; original certified copies only, no copies of certified copies).

• Municipal rates and taxes statements (from the previous billable month) for each director or bidding entity address, OR a valid lease agreement with all critical obligations. If the rates account is not in the director’s name, include an original affidavit from the property owner confirming residency/business operation.
• Authority of signatory (if not a sole proprietorship). For companies/CCs, provide a board/member resolution.
• Completed SBD 4 (Bidder’s Disclosure) to confirm no conflicts of interest or state employment.
