Submit to: The Supply Chain Management Office or deposit in the bid box at 4-6 Alkmaar Street, Daljosaphat, Paarl. Bids must be on official forms (not re-typed). Late bids will not be accepted. Required forms: SBD1, SBD3.1, SBD4, SBD6.1. Proof of authority to sign (e.g., company resolution) must be submitted. Joint ventures must include a notarially certified copy of the joint venture agreement and authorization certificates. Failure to comply with submission rules may disqualify your bid.

Evaluation is conducted in 4 phases: Phase 1: Mandatory Requirements - Submit written proof of permission for disposal to a registered disposal site OR pre-approval letter from the municipality. Failure to submit disqualifies the bid. Phase 2: Administrative Compliance - Must comply with: CSD registration (submit CSD report), SARS tax compliance (submit Tax Clearance Certificate and PIN), CIPC registration (submit certificate), B-BBEE Status Level Verification Certificate (submit original or certified copy), authorized signatory proof, and completed SBD1, SBD3.1, SBD4, SBD6.1 forms. Phase 3: Technical Evaluation - Must fully comply with technical specifications in Section 3.2.14. Non-compliance or unclear responses disqualify the bid. Phase 4: Preference Points (80/20 system) - 80 points for price, 20 points for specific goals: Women Ownership (5), Disability Ownership (5), Youth Ownership (5), Location in Western Cape (2), B-BBEE Level 1-2 (QSE/EME, 3). Submit proof (e.g., CSD Report, B-BBEE certificate) to claim points. Failure to submit proof forfeits points.

Scope: Hire, delivery, and maintenance of portable chemical flushing toilets for Theewaterskloof Dam Construction South in the Western Cape. Bidders must comply with all technical specifications outlined in Technical Information Section 3.2.14. Non-compliance with any technical requirement will render the bid non-responsive. Bidders must indicate compliance with each technical requirement in Section 3.2.14 and sign the declaration under Section 3. Failure to do so or mixed responses (e.g., both 'comply' and 'not comply') will disqualify the bid.

Pricing must be fully completed in Section 4 of the bid document and the Pricing Schedule. Payments will be made via Electronic Fund Transfer (EFT). No other payment terms are specified.

Mandatory: CSD registration (submit CSD report), SARS tax compliance (submit Tax Clearance Certificate and PIN or CSD number if no PIN), CIPC registration (submit certificate), B-BBEE Status Level Verification Certificate (original or certified copy; failure to submit forfeits preference points).
