Deposit in the bid box at the entrance of Department of Water and Sanitation, Mthatha Dam Office Building, Mthatha Dam, 5100 (Coordinates: S 31°33’03” E 28°44’35”). Late bids will not be accepted. Bids must be submitted on official forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1) without re-typing. Telegraphic, fax, or email bids are not permitted. Joint ventures must submit notarially certified joint venture agreements and authorization certificates. All pages must be completed in full; incomplete submissions will be disqualified. Proof of authority to sign (e.g., board resolution) must accompany bids from companies.

Evaluation follows a 5-phase process under the Preferential Procurement Regulations, 2022 (80/20 system):

• Phase 1: Mandatory Compliance: Attendance of compulsory site briefing (10 June 2026, 10:00 AM, Ntabelanga Dam). Submission of completed SBD 1, SBD 3.1, and SBD 4 forms.
• Phase 2: Administrative Compliance: Submission of SBD 6.1 (PPR 2022). Registration and compliance with National Treasury’s Central Supplier Database (CSD). Tax compliance with SARS (verified via CSD/SARS). Active registration with CIPC. Submission of certified B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs). Failure to submit SBD 6.1 or B-BBEE documents forfeits preference points.
• Phase 3: Technical Evaluation: Compliance with specifications for 1200 tons of G7 Gravel Material and transport. Must confirm specification compliance in Section 2 (Price Quotation Data). Non-compliance disqualifies the bid.
• Phase 4: Sample Requirement: Compliant bidders must submit 50kg x 3 samples of G7 Gravel to Mzimvubu Water Project Site Office for testing. Samples must be clearly marked with bidder name, bid number, item number, and product description. Failure to submit properly identified samples invalidates the bid.
• Phase 5: Preference Points (20 points max): Points allocated for specific goals: Women Ownership (5), Disability Ownership (5), Youth Ownership (5), Location in Eastern Cape (2), B-BBEE Level 1-2 (QSE/EME, 3). Proof required: Full CSD Report for ownership/location, valid B-BBEE certificate/sworn affidavit. Points are pro-rated based on ownership percentage.

Final scoring: 80 points for price (lowest acceptable bid scores 80), 20 points for preference goals. Bids not complying with mandatory/technical requirements may be rejected.

Scope: Supply and delivery of 1200 tons of G7 Gravel Material to Mzimvubu Water Project near Maclear, Eastern Cape (Coordinates: 31°07’19.2”S, 28°40’59.1”E).

Material Specifications (SANS 1200D, 1200C, SANS 1083):

• Grading: 20-70% by mass passing 2mm sieve. Nominal max size: 63mm (uncrushed) or 53mm (crushed).
• Atterberg Limits: Plasticity Index (PI) ≤ 12 or ≤ (3 x grading modulus + 10), whichever is higher.
• Durability: Wet 10% FACT value ≥ 60 kN; Wet/Dry Venter test class I, II, or III.
• Strength (CBR): ≥ 15% at 93% modified AASHTO density.
• Maximum Swell: ≤ 1.5% at 100% modified AASHTO density.
• Liquid Limit: ≤ 30.
• Grading Modulus: ≥ 0.75.
• Maximum size after compaction: ≤ 2/3 of layer thickness.

Quarry/Source Requirements:

• Bidder selects quarry/crusher; samples must be tested and approved by DWS before use.
• Bidder must possess an approved Environmental Management Program Report (EMPR) and mining permit.
• DWS may inspect quarry/crusher for capacity and plant condition.
• Stockpiles must prevent contamination/segregation and ensure adequate supply.

Delivery Requirements:

• Delivery period: Must commence within 14 days of receiving DWS order.
• Delivery hours: 06:30–15:15, Monday–Thursday (excludes Fridays 14:00–Monday 06:30, public holidays, last Thursday/Friday of the month).
• Deliveries must include weighbridge tickets/certificates. Non-compliant material will be rejected and must be removed within 48 hours at bidder’s expense.
• Vehicles must comply with Road Traffic Act (no overloading).

Testing:

• Bidder must submit 150kg samples of G7 Gravel (packed in sealed bags) to Mzimvubu Water Project Site Office for approval. Samples serve as the standard for future deliveries.
• Bidder must conduct routine tests during contract period; costs included in unit price.

Technical Support:

• On-site representative required within 24 hours of problem report. Solution or replacement products must be on-site within 24-48 hours at bidder’s expense.

Payment: Per ton delivered, supported by signed delivery notes and tax invoices. Payment within 30 days via EFT.

Pricing: All-inclusive firm prices in Rand (VAT inclusive) for supply and transport of G7 Gravel Material (1200 tons). Prices must cover all costs (labour, plant, material, delivery, testing, etc.).

Pricing Schedule (SBD 3.1):

• Complete all fields; failure to do so invalidates the bid.
• Unit price per ton for supply and transport.
• Sub-total (excl. VAT), 15% VAT, and total (incl. VAT) must be provided.
• Delivery period: Firm (14 days after order receipt).
• Offer validity: 120 days from closing date.

Payment Terms:

• Monthly payments via EFT within 30 days of invoice approval.
• No upfront, cash, or cheque payments.
• Invoices must be accompanied by signed delivery notes and weighbridge tickets.
• Standing time costs (if caused by DWS) may be claimed.

Bonds/Guarantees: Performance security may be required within 30 days of contract award (form specified in SCC).

Mandatory Compliance:

• Attendance at compulsory site briefing (10 June 2026).
• Submission of SBD 1, SBD 3.1, SBD 4, and SBD 6.1 forms.

Administrative Compliance:

• Registration on National Treasury’s Central Supplier Database (CSD) with valid CSD number.
• Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or CSD-verified tax status. Apply via SARS e-filing (www.sars.gov.za). For consortia/JVs, each party must submit separate TCS/CSD.
• CIPC Registration: Active registration with Companies and Intellectual Property Commission (verified via CSD).
• VAT Registration: Provide VAT number.

B-bbee:

• Submit certified B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs). Required to qualify for preference points.
• For JVs: Consolidated B-BBEE certificate and full CSD report for each member.

Local Content:

• Bidders must promote local content (locally manufactured components/products). Complete Department Declaration for Annexure C (Local Production and Content) if applicable.

Foreign Suppliers:

• If not resident in RSA or without a branch/permanent establishment/source of income/tax liability in RSA, no TCS PIN is required. Otherwise, must register for TCS.

Disqualification Risks:

• Non-attendance at site briefing.
• Incomplete or unsigned bid forms (SBD 1, 3.1, 4, 6.1).
• Failure to submit TCS/CSD, CIPC, or B-BBEE documents.
• Non-compliance with technical specifications or sample requirements.
• Submission of telegraphic/fax/email bids.
• Late submissions.
